TLC governance rules (Chapter 52)

Chapter 52 covers how the TLC itself works: its powers, petitions to start rulemaking and pilot programs (§52-21 onward is the pilot-program sub-chapter). It sets almost no penalties for licensees, so the two codes seen here (52-21(B)(2), 52-26B(1)) are most likely mistyped codes from another chapter.

§52-21(B)(2)Code we couldn't match exactly3 charges · 2014

Pilot program chapter code that does not match a rule

Section 52-21 is the scope section of TLC's pilot-program rules and has no paragraph (b)(2) and no penalties, so this 2014 Port Authority code does not match a real charge. It is most likely a mistyped code from another chapter. The summons narrative should show what was meant.

Pilot program chapter code that does not match a charge

Section 52-26(b)(1) lists "the merits of the proposal" as a ground for TLC to reject a proposed pilot program. It is not something a licensee can violate, so this 2013 code is most likely a mistyped code from another chapter (possibly 59B-26 or 58-26).
