In short: Four different charges show up around NYC trips, and drivers mix them up: bridge and tunnel tolls, the MTA congestion toll (Manhattan at or below 60th Street), the New York State congestion surcharge (Manhattan below 96th Street) and the Port Authority airport access fee. On TLC trips the passenger pays most of them, but the rules on direction, E-ZPass and app repayment decide whether you end up paying. Start with the table, then go to the page for your crossing or question. Every amount here comes from the site's rate file, checked October 12, 2026.

How a toll moves on a TLC trip

From the gantry to your pocket

  1. Tag on the account

Every taxi and FHV must carry an MTA E-ZPass (rules 58-26, 59A-23). The owner keeps the account, or lets you use your own tag.

  2. Cross

The tag is read: E-ZPass rate. Not read but plate on an NYCSC account: Mid-Tier. No account: Tolls by Mail.

  3. Passenger pays

Taxi meter adds the actual E-ZPass toll at the end of the trip. Never charge more: that is an overcharge.

  4. Good to know: Money to the tag holder

Forward toll money to whoever holds the tag. On app trips, the company must repay you every toll you paid.

Your tag or the owner's?

TLC rule 59A-24 (for-hire vehicles) gives the owner two choices: put an MTA E-ZPass tag on every vehicle, or let the driver use a personal tag. The owner must have at least one MTA tag for each vehicle license and keep enough money in the account. If you use your own tag, you keep the toll money the passenger pays, or the owner pays you back when the passenger pays by card. If the owner's tag is used, the toll money goes to the owner. Taxi owners have matching rules in §58-27. Deposits an owner may hold for tolls are covered in E-ZPass replenishment accounts.

Work out the MTA congestion toll (at or below 60th St) and the New York State congestion surcharge (south of 96th St) for your trips, or for driving your own car into the zone.

This tool needs JavaScript. The rules it uses are listed under “How this works” below.

What do you want to work out?

Trips that start, end or travel in the Congestion Relief Zone.

Include the trips above: the zone is inside this area.

Pool trips: $0.75 state surcharge.

Enter your number of trips (per shift or per week) to see the charges.

How this works

  • MTA Congestion Relief Zone: Manhattan south of and including 60th Street. The FDR Drive, West Street/West Side Highway (Route 9A) and the Hugh L. Carey Tunnel connections to West Street are excluded. Phase 1 (2025-2027), since 2025-01-05.
  • Under the Per-Trip Charge Plan, taxis, green cabs and FHVs pay $0.75 per trip and FHV trips dispatched by high-volume for-hire services pay $1.50 per trip, collected from passengers, peak and overnight. Enrolled vehicles pay these instead of the daily toll.
  • NYS congestion surcharge: $2.75 for each for-hire transportation trip in a vehicle that is not a medallion taxicab or a pool vehicle; $2.50 for each trip in a medallion taxicab; $0.75 for each pool trip. It applies to trips that begin, end or pass through manhattan south of and excluding 96th street; trip must begin and end in new york state.
  • Peak: 5am-9pm weekdays, 9am-9pm weekends. Overnight: 9pm-5am weekdays, 9pm-9am weekends. Passenger vehicles and motorcycles are charged once per day (12:00am-11:59pm); the toll in effect at the first entry applies.
  • Crossing credits: Peak period only, E-ZPass only, when entering via the Lincoln or Holland Tunnel (or entering/exiting via the Queens-Midtown or Hugh L. Carey Tunnel). Cars: up to $5.00 a day.
  • The Authority reserves the right to charge a 25% higher CBD charge on Gridlock Alert Days. Low-income discount, exemptions and tax credits are not included.

Frequently asked questions

Who pays the toll on a taxi or FHV trip?

The passenger, but only the actual amount charged to the E-ZPass, under TLC rules 58-26 and 59A-23. Within NYC there are three trips where the passenger pays nothing (from the Rockaways to Queens or Brooklyn, and from Staten Island to Brooklyn) and three where the passenger pays double (the reverse directions).

Does Uber or Lyft pay my tolls?

TLC rule 59D-17(c) says the company must remit to the driver the entirety of any toll the driver paid during a dispatched trip. Check every pay statement.

Why do I pay the mail rate even though I have E-ZPass?

At MTA crossings, E-ZPass rates are only for E-ZPass New York (NYCSC) customers; the MTA says other customers pay Tolls by Mail rates. If your tag is NYCSC but not mounted or not read, you may be charged the Mid-Tier rate instead.

Is the congestion toll the same as the congestion surcharge?

No. The MTA congestion toll is for Manhattan at or below 60th Street ($0.75 per taxi or FHV trip, $1.50 per Uber/Lyft trip). The New York State surcharge is for Manhattan south of 96th Street ($2.50 yellow taxi, $2.75 other for-hire). A trip can owe both.
