Sub-chapter 61B holds the rules for owners of commuter van services — the businesses authorized to run van service: authorization, records, using only licensed vans and drivers, and service conduct. It replaced the service parts of old Chapter 9 in April 2011 and is still in force.
Section 61B-02(a) defines unlicensed activity: providing or advertising TLC-regulated for-hire transportation while your license or authorization is suspended, revoked or expired, or without any valid license at all. It is cited here as the charge itself; the fine depends on the specific unlicensed-activity rule involved.
Van service operated a vehicle without a commuter van license
A commuter van service owner must not allow a vehicle to operate in New York City (pick-ups and drop-offs within the city) unless it has a valid TLC commuter van license.
Fine (published)
$500 for a first violation; $1,000 for a subsequent violation within 24 months. Appearance required.
Van service let a driver without required licenses drive
Subdivision 61B-10(c) makes the commuter van service owner responsible for making sure every driver of its affiliated vans has both a chauffeur-class driver's license and a TLC commuter van driver license. This summons does not say which was missing.
Fine (published)
$500 and suspension of the commuter van license until compliance; multiple violations: see mandatory penalties (§61B-02(d)). Appearance required.
Van service let a driver without a chauffeur's license drive
A commuter van service must make sure anyone driving one of its affiliated vans has a valid New York driver's license that qualifies as a chauffeur's license. This summons goes to the service owner.
Fine (published)
$500 and suspension of the commuter van license until compliance (for 61B-10(c)). Appearance required.
Van service let a driver without a TLC commuter van license drive
A commuter van service (the authorized company the vans run under) must make sure anyone driving a van affiliated with it has a valid TLC Commuter-Van Driver's License. Repeated violations by the service's drivers can lead to revocation of the service's authorization.
Fine (published)
$500 and suspension of the commuter van license until compliance; multiple violations: see mandatory penalties (§61B-02(d)). Appearance required.
Operating a van marked as "van service" without TLC licenses
No one may operate, or let anyone operate, a vehicle marked "Commuter-Van service," "van service," "van" or similar unless the van is licensed, affiliated with an authorized service and driven by a licensed commuter van driver.
Fine (published)
$500 for a first violation; $1,000 for a subsequent violation within 24 months (for 61B-10(d)). Appearance required.
Paragraph (2) says an expired license that has not been renewed is not a valid license, so operating a commuter van or service with an expired license counts as unlicensed activity.
Fine (published)
$500 for a first violation; $1,000 for a subsequent violation within 24 months (for 61B-10(d)). Appearance required.
Van service used a van without required insurance or bond
No commuter van may be used in a commuter van service unless it is covered by a TLC-approved surety bond or insurance policy with at least the required minimum amounts. This summons goes to the service owner.
Fine (published)
$300 and suspension until compliance; multiple violations: see mandatory penalties (§61B-02(d)). Appearance required.
Section 61B-12 covers the personal conduct of commuter van service owners: no bribery, reporting gift requests, no force, reporting criminal convictions, cooperating with TLC, no willful acts against the public, no fraud, no retaliation against drivers. This summons cites the section without a subsection.
Van service owner did not answer or obey a TLC directive
A commuter van service owner must truthfully answer all TLC questions and comply with all communications, directives and summonses from TLC or its representatives. This summons usually follows an ignored request or order.
Fine (published)
$300 and suspension until compliance. Appearance required.
Van service owner deliberately acted against the public interest
While running a commuter van service, the owner must not deliberately do, or try to do, anything against the best interests of the public, even if no other rule names it. The summons narrative should describe the act.
Fine (published)
$150–$350 and/or suspension up to 30 days or revocation. Appearance required.

Fine (published)
$50 if you plead guilty before a hearing; $100 if found guilty following a hearing. Appearance not required.
A commuter van service must keep trip records. In the 2011 rule book (when these summonses were written, 2013–2015) paragraph (1) was the passenger manifest for dispatched calls; the current rule requires a daily count of passengers picked up by each van.
Van service list of vehicles missing owner contact information

Fine (published)
