Neighborhood Loading Zone (NLZ): a stretch of curb that NYC DOT sets aside on residential streets "to reduce double parking on narrow residential streets." DOT says NLZs provide space for three uses: "Package deliveries by commercial vehicles", "Taxi and car service pick-up and drop-off", and "Active loading and unloading of personal vehicles" (NYC DOT Loading Zones, read October 12, 2026). For a TLC driver, it is one of the few curbs where DOT names taxis and car services directly.

Loading Only signs since 2023

How to recognize one has changed. DOT: "Previously, No Parking signs and pedestrian-level NLZ signs designated these spaces. As of summer 2023, all new NLZs will be designated using Loading Only signs."

  1. Look for the NLZ symbol

In DOT's sign records the legend reads 'NLZ (SYMBOL) LOADING ONLY'. The most common versions add 'MONDAY-FRIDAY 7AM-7PM' or 'MONDAY-FRIDAY 8AM-6PM'.

  2. Check the hours

Outside the posted hours, the curb follows whatever other signs are on the block.

  3. Don't confuse it with TRUCK LOADING ONLY

A 'TRUCK (SYMBOL) TRUCK LOADING ONLY' sign is a Truck Loading Zone, for commercial loading. DOT does not list passenger pickups there.

  4. Older NLZs

Some NLZs still have the older setup: a No Parking sign plus a small NLZ sign at eye level. At a No Parking sign, DOT allows passenger pickups and drop-offs anyway.

DOT's current sign records (NYC Open Data, updated October 11, 2026) list 632 "NLZ (SYMBOL) LOADING ONLY" sign records: Brooklyn 221, Manhattan 169, Queens 169, Bronx 55, Staten Island 18. These are signs, not zones; one zone usually has more than one sign, and older NLZs signed with No Parking signs are not in this count.

What it means for pickups

  • Pickups and drop-offs: yes. DOT lists "Taxi and car service pick-up and drop-off" as an NLZ use. That covers yellow and green cabs and car services (FHVs).
  • Waiting: plan not to. DOT's list is about active pickups, drop-offs and loading. It does not mention parking to wait.
  • Double parking: never. NLZs exist to stop it. DOT says double parking of passenger vehicles "is illegal at all times" (NYC DOT Parking Regulations).

Where you will see this term

  • On the street: the NLZ symbol on a Loading Only sign.
  • On DOT's loading-zone page and its NLZ feedback form, where people can suggest new locations.
  • In DOT's curb list alongside Commercial Metered Parking, Truck Loading and Hotel Loading.

Common mix-ups

  1. NLZ vs hotel loading zone. Hotel loading zones are "designated by No Standing signs" and are for hotel guests and baggage; see can I wait in a hotel loading zone.
  2. NLZ vs commercial meter. Commercial metered spaces are for commercial vehicles; an NLZ is not a paid parking space.
  3. NLZ vs taxi stand. A taxi stand is a line for yellow cabs (and green cabs in the Hail Zone) to wait for fares. FHVs may not pick up there; they may at an NLZ.
  4. NLZ vs TLC "zones". TLC's trip data splits the city into taxi zones and labels like "Yellow Zone" and "Boro Zone". Those are data areas, not curb rules; see service zone and NYC taxi zones explained.

Frequently asked questions

Can a taxi or Uber pick up in a Neighborhood Loading Zone?

Yes. NYC DOT says NLZs provide curb space for package deliveries by commercial vehicles, taxi and car service pick-up and drop-off, and active loading and unloading of personal vehicles.

What does the sign look like?

Since summer 2023, DOT marks new NLZs with Loading Only signs. In DOT's sign records the legend reads 'NLZ (SYMBOL) LOADING ONLY', usually with hours such as 'MONDAY-FRIDAY 7AM-7PM'. Older NLZs used No Parking signs plus a pedestrian-level NLZ sign.

Is a Truck Loading Only zone the same?

No. DOT says Truck Loading Zones give curb access for commercial loading and unloading. They are not listed as passenger pickup spots. Read the symbol on the sign: NLZ or TRUCK.

Can I wait in an NLZ for my passenger?

DOT describes NLZ use as pick-up and drop-off and active loading. Waiting with the car parked is not on DOT's list, so arrive when the passenger is ready.
