The Owner/Driver Resource Center (O/DRC) is TLC's free help office for drivers and owners. It offers legal help for small medallion owners, referrals to TLC's Driver Protection Unit, free financial counseling referrals, help applying for public benefits, and health and wellness services (O/DRC FAQ). It is run by TLC, not by a union or an app company.
In one sentence: the O/DRC is where a TLC licensee goes for free non-summons help with money, legal and benefits problems.
What it means
The name covers several services under one booking system:
- Legal services (medallion owners): loan reviews, renegotiating financing, debt collection and judgments, bankruptcy, estate planning, forming an LLC. By appointment Tuesdays and Wednesdays, walk-in Thursdays.
- Driver Protection Services: complaints from one licensee against another, for example a driver whose base didn't pay earnings.
- Financial counseling: a referral to the city's Financial Empowerment Centers run by DCWP. They help with debt, credit and budgets, but do not give grants or loans.
- Public benefits: help applying through ACCESS HRA for SNAP, Cash Assistance, Fair Fares, HEAP, Medicaid, CityFHEPS and child support.
- Health and wellness: a walk-in Wellness Room and an NYC Health + Hospitals Express Care kiosk.

Related terms
- Driver Protection Unit: the TLC unit that investigates pay, deposit and lease complaints. The O/DRC refers cases to it.
- Drivers Benefits program: health benefits paid for by the Black Car Fund. It is a separate program, not part of TLC.
- Medallion Relief Program: the city's debt-relief grants for medallion owners. TLC's 2025 Annual Report says it has provided "over $476 million in debt relief for the owners of over 2,300 medallions" since March 2021.
