In short: if you drive as an independent contractor, there is no employer plan: Uber's NYC driver benefits, for example, include no health plan, so you usually arrange coverage yourself. Your real options in 2026 are Medicaid (free, for low incomes), the Essential Plan (now only up to 200% of the poverty level), a marketplace plan (QHP) with a tax credit, and NYC Care if you can't get or afford insurance. App and black car drivers can add the free Black Car Fund Drivers Benefits (dental, vision, virtual doctor, hospital cash), which help but are not health insurance. Help choosing is free.

This guide compares them for drivers. It is general information, not insurance, legal or tax advice. Rules and income limits change; dates and figures here are as of 2026-10-12.

  • No

    Is your yearly household income at or under 200% FPL? (2026: 1 person $31,920; 2 people $43,280; 3 people $54,640; 4 people $66,000)

    • Yes, at or under

Are you a U.S. citizen, U.S. national or lawfully present?

      • Yes

Good to know: What this means for you

You may qualify for Medicaid or the Essential Plan. Both are open all year. Apply through NY State of Health (1-855-355-5777) or with a free assistor.

      • No or not sure

Note: What this means for you

Call a free assistor or the Drivers Benefits Healthcare Enrollment line (800-218-1491) to check every option. NYC Care does not ask about immigration status, and emergency Medicaid covers emergency treatment regardless of status.

    • No, over

Note: What this means for you

Look at a Qualified Health Plan with a tax credit. Open Enrollment for 2027 begins November 1, 2026. If you can't afford it, NYC Care can help you get care in the meantime.

    • Not sure

Note: What this means for you

Get a free screening first. NY State of Health assistors and the Drivers Benefits Healthcare Enrollment line can check Medicaid, Essential Plan and QHP for your household.

This tool only points you to a route. Only NY State of Health, HRA or NYC Care can decide if you qualify.

The July 1, 2026 Essential Plan change

The Essential Plan used to cover people up to 250% FPL. Because of federal funding cuts, New York moved it back to a Basic Health Program, and since July 1, 2026 it stops at 200% FPL. About 450,000 New Yorkers were expected to lose it, according to the Attorney General. The special window for them has closed. Full details, including DACA and pregnancy exceptions, are on Essential Plan cut in 2026.

NYC Care: when you can't get insurance

NYC Care is a city program, not insurance, run through NYC Health + Hospitals. ACCESS NYC says it is for NYC residents who don't have insurance from an employer, don't qualify for any plan in New York State, and can't afford insurance. You get your own primary care doctor, low-cost prescriptions, mental health care and screenings. Fees are a sliding scale "starting at $0," with no premiums. NYC Care says it does not record your immigration status. Call 646-692-2273. More on NYC Care for drivers.

The apps don't provide health insurance

Uber's NYC driver benefits page (April 15, 2026) lists TLC minimum pay, Black Car Fund benefits, unemployment insurance eligibility and paid sick leave (1 hour per 30 hours worked, up to 56 hours a year). There is no health plan. Paid sick leave helps you take a day off but does not pay doctor bills. See does Uber give health insurance and paid sick leave for app drivers.

Black Car Fund benefits (app and black car drivers only)

If you drive for Uber, Lyft or another Black Car Fund member base and meet the hours rule, Drivers Benefits gives you, at no cost: dental (up to $2,000 a year in-network), vision, hearing care, 24/7 telemedicine, hospital indemnity cash, and accident and illness payments. Two health-related services stand out:

  • Health Navigation (enrollment required): the Fund's partners help you find and enroll in health insurance, or use the plan you have, do a baseline check-up at ModernMD, and connect you with a primary care doctor. It is only for enrolled drivers in the NYC area because in-person visits are required.
  • Healthcare Enrollment line, 800-218-1491: free, confidential screening for Medicaid, CHIP and QHPs for you and your family. It says everyone can call regardless of immigration status.

The Fund says its benefits are not intended to be covered by the Affordable Care Act. Treat them as extras on top of real health coverage.

Taxi drivers: what doesn't apply to you

Yellow and green taxi work is not dispatched by Black Car Fund member bases, so taxi-only drivers can't use Drivers Benefits (details). Everything else on this page applies to you: Medicaid, the Essential Plan, QHPs, NYC Care and the TLC Resource Center below. If you also drive for an app, your app hours count toward Drivers Benefits.

Free help in person: the TLC Resource Center

The TLC Owner/Driver Resource Center in Long Island City helps licensees apply for public benefits, including Medicaid, through ACCESS HRA. Its FAQ also lists a Wellness Room in the TLC waiting room, Tuesday to Thursday 11 a.m. to 2 p.m., with a NYC Health + Hospitals Express Care virtual kiosk to speak with a doctor or counselor. Book at portal.driverresourcecenter.tlc.nyc.gov (no account needed).

TLC's Driver Resources page also lists NY State of Health (1-855-355-5777) and MetroPlus (1-855-809-4073).

Taxes: the self-employed health insurance deduction

The IRS allows self-employed people a deduction for the cost of health insurance. It has conditions, and it interacts with any premium tax credit you get, so use the Form 1040 instructions or a preparer. See the tax deductions list for TLC drivers. This is not tax advice.

Your income goes up and down. So does your eligibility

Driving income is not steady. A strong summer and a slow winter can put you on different sides of the 200% line in different years. Two habits help:

  • Estimate a full year, not one week. Use your last tax return and your app or trip-sheet totals so far this year. An assistor can help you count self-employment income the right way.
  • Report changes. NY State of Health tells enrollees to report changes in income, household size or immigration status online or at 1-855-355-5777. If your income drops, you may become eligible for Medicaid or the Essential Plan, which you can join any time of year. If it rises, your tax credit may change.

If you are not sure where you fit, start with a free screening instead of guessing. Picking the wrong program can mean a gap in coverage or a tax bill later.

Avoid health-plan scams

The Attorney General warns against anyone who pressures you to enroll right away, charges to help you renew, or asks for personal details without proof they are certified. State agencies never charge to enroll. Free help: certified assistors at 1-855-355-5777.

Frequently asked questions

Does Uber or Lyft give NYC drivers health insurance?

No. Uber's NYC driver benefits page (April 15, 2026) lists minimum pay, Black Car Fund benefits, unemployment insurance eligibility and paid sick leave. Health insurance is not on the list. You get coverage on your own or through a public program.

Are Black Car Fund Drivers Benefits health insurance?

No. They include dental, vision, telemedicine, hospital cash and disability pay, but not doctor and hospital bills like a health plan. The Fund says the benefits are not meant to be covered by the Affordable Care Act. They are a good add-on, not a replacement.

When can I buy a marketplace plan?

During Open Enrollment, which for 2027 coverage begins November 1, 2026, or within a special window after a life event such as losing coverage, moving or having a baby. Medicaid, Child Health Plus and the Essential Plan are open all year if you qualify.

Can I deduct my health insurance as a self-employed driver?

The IRS allows self-employed people a deduction for the cost of health insurance. The rules have conditions, so check the Form 1040 instructions or a tax preparer. This is not tax advice.

Where can I get free help choosing?

NY State of Health certified assistors (1-855-355-5777), the Drivers Benefits Healthcare Enrollment line (800-218-1491) for enrolled app and black car drivers, and the TLC Owner/Driver Resource Center. All are free.
