In short: JFK stacks TLC rules and Port Authority rules on top of each other. Taxi drivers pick up only through the airport taxi line: no soliciting and no e-hails. The $70 flat fare covers Manhattan only. App and other FHV drivers pick up only pre-arranged trips, and they can't take a dispatch while sitting in a pickup area. A pickup that isn't pre-arranged costs $500 for a first violation. Port Authority Police enforce here alongside TLC, and their summonses are heard at OATH like any other.

This is general information, not legal advice. Rule text comes from TLC's Chapter 80 and Chapter 58. Terminal pickup spots change with construction, so check the Port Authority's site and your app before each shift.

Taxi line and holding lot rules

Taxi stand rules also apply to the special stands and feed lines at airports (80-19(e)(1)). Where the airport gives you a taxi holding area, three rules apply:

  • Park in the holding area before you go on relief time. When you come back, join the end of the feed line.
  • Never bring passengers into the holding area. Each of these breaks is $50 under 80-19(e)(2).
  • Long Haul and Short Haul lines: where a stand runs both lines and cabs are waiting in both, take only trips that match your ticket (80-19(e)(3), $100).

How the hold lot, dispatchers and feed lines work day to day is covered in the JFK taxi line guide. Line-jumping at any stand is 80-19(d)(4). Rule 80-12(a)(2) is the one that can end a career: no gift, tip or favor to Port Authority dispatchers, traffic or parking staff, security or baggage handlers. The penalty is $10,000 and revocation.

FHV drivers: lots, queues and the dispatch rule

Rule 80-19(f) bars you from accepting a dispatch while parked or located at JFK unless you're parked somewhere other than the designated passenger pickup locations. In practice, wait where the airport and your app tell FHVs to wait, not at the terminal curb. The Port Authority's JFK page tells riders to follow signs to Ride App Pick-Up areas. At the time of this review, it said ride-app pickups for Terminals 5 and 7 had temporarily moved to the Howard Beach AirTrain Station because of construction (JFK: Ride Share Services). Check again before you rely on that.

For waiting, the Port Authority lists a free wait lot at the Lefferts Blvd AirTrain station (stay in your vehicle) and the Cell Phone Lot (East) near the JFK Expressway; the terminal curb is for active pickups only (JFK: Pick-up and Drop-off). App companies run their own staging lots and queues; see can Uber drivers wait at JFK and the JFK guide for app drivers.

The access fee went up in 2026. The Port Authority's approved schedule sets the ground transportation access fee for for-hire vehicles (limos, black cars and app cars) at $3.50 per pickup and $3.50 per drop-off from March 15, 2026, then $4.50 from March 15, 2027 and $5.00 from March 15, 2028. Taxi pickups pay $2.00 from March 15, 2026, then $2.25 and $2.50 (Port Authority). The document does not say how apps split the FHV fee between rider and driver. More in the airport access fee.

A person who walks up to your car at arrivals is not a pre-arranged trip, even if they offer to "book it after." The Port Authority warns drivers that offering rides inside the airport is against the law. It says first-time offenders may face a fine of $1,500 and up to 15 days in jail, and repeat offenders up to $3,000 and 90 days (Port Authority flyer). That is separate from TLC's 80-19(c)(2) penalty. If a stranger at the curb keeps pushing, or you see someone steering travelers to unlicensed cars, the Port Authority asks you not to engage and to call its JFK police line at (718) 244-4333 instead. See Uber and Lyft drivers.

Overcharging is one of the costliest things a taxi driver can be found guilty of. It carries mandatory penalties, and an overcharge of $10 or more means revocation (80-17(a)(1)). Know exactly what goes on a JFK–Manhattan fare:

    Source: TLC Taxi Fare page

You must also record the trip as a JFK flat-fare trip in the technology system (80-26(b)(4), $100). The meter's on-screen message should read "Rate #2 – JFK Airport" (TLC fare page). If passengers ask for several Manhattan stops, the first stop is paid at the flat fare. The meter then restarts as a new metered trip for the remaining stops (§58-26(b)(2)). A trip from JFK to Brooklyn or Queens is metered, not flat. Charging $70 on it is an overcharge, and that brings the mandatory penalties above. See TLC overcharging rules and what drivers add to the JFK flat fare.

After every airport trip, check the back seat and trunk for left items (80-18(a), $25). See lost property.

A Port Authority summons under TLC rules goes through the same OATH process as one written by a TLC inspector: phone, online or in-person hearing, and payment to TLC. Start with got a TLC summons?.

When JFK trips start and where they go

TLC's trip records give a closer look at the JFK taxi zone (zone 132). In the 12 months from September 2025 to August 2026, yellow taxis made about 1.83 million pickups there and Uber and Lyft about 3.99 million, roughly 5,000 and 10,900 a day (TLC Trip Record Data). Green cabs made only 219, because they can't take hails at the airport.

Pickups build through the afternoon and stay high late. The busiest hour is 10 p.m. on weekdays, Saturdays and Sundays alike, and Sunday evenings are the heaviest of the week: about 1,420 pickups start in the 10 p.m. hour on an average Sunday. The quietest hour is 4 a.m., with about 100 or fewer. Use this to plan shifts, not to predict any one night: flight schedules and weather move these numbers.

Averages, medians and rates use 'clean' trips only: 1 minute to 4 hours, more than 0 and under 150 miles, fare above $0 and under $1,000. 'Fare' is the metered fare_amount for taxis and base_passenger_fare for app trips — before tolls, tips, taxes and surcharges — so it is not what the passenger paid in total. App driver_pay is TLC's 'total driver pay (not including tolls or tips and net of commission, surcharges, or taxes)'. Tips are separate. 'Per engaged hour' divides pay by passenger time only (pickup to drop-off). It leaves out time driving to pickups and waiting for requests, so real hourly earnings are lower; it is not the TLC minimum-pay formula. Taxi tips: tip_amount records credit-card tips only (cash tips are not recorded), so taxi tip rates use credit-card trips (payment_type 1). App tips are the tips field on every trip. Tip rate = tips ÷ fare. Medians and rates need at least 250 trips in the cell (else blank); counts of 1–9 are blank. Pickup-side stats (fare, pay, tips) describe trips that START here. Mixed units: render as a table.

The yellow taxi median fare is exactly $70, the flat fare: a sign that flat-fare Manhattan trips are a large part of JFK taxi pickups. The median app trip from JFK paid the driver $54.41 before tips. Fares are lower than what passengers pay in total, because surcharges, tolls and the access fee are recorded separately.

Frequently asked questions

What does the $70 JFK flat fare include?

It covers taxi trips between JFK and Manhattan in either direction. TLC's fare page adds the 50-cent MTA surcharge, the $1.00 improvement surcharge, a $5 rush-hour surcharge (weekdays 4–8 p.m., not holidays), the $2.00 airport access fee on pickups at JFK, plus tolls and the Manhattan congestion surcharge and toll where they apply. Trips between JFK and other boroughs are metered.

Can an Uber or Lyft driver pick up someone at JFK who isn't on the app?

No. FHV pickups must be pre-arranged through your base. At the city airports, rule 80-19(c)(2) sets $500 for a first violation, $750 for a second within 24 months, and revocation for a third within 120 months. The Port Authority also treats soliciting rides at the airport as illegal.

Can I accept an app trip while waiting at the terminal curb?

No. Rule 80-19(f) bars FHV drivers from accepting a dispatch while parked or located at JFK or LaGuardia unless they are parked somewhere other than the airport's designated passenger pickup locations. The fine is $250.

Can a yellow taxi take an e-hail at JFK?

No. TLC's fare page says the Port Authority does not currently allow taxis to be e-hailed at the airport. Taxis can still drop off there and pick up through the airport taxi line.

Who writes summonses at JFK?

Port Authority Police and TLC both enforce at the airports. Port Authority Police wrote 8,836 taxi/FHV summonses filed at OATH in 2025, though the data does not say which airport or facility each came from. They are heard at OATH like any TLC summons.

Is it OK to tip the taxi dispatcher at JFK?

No. Rule 80-12(a)(2) bars giving any gift, gratuity or thing of value to Port Authority or terminal staff who do dispatching, ground transportation information, security, traffic and parking control, or baggage handling. The penalty is $10,000 and revocation.
