You have 90 calendar days from the day you file to finish every requirement, and TLC says it makes its decision within 90 days of your application. How fast you get there depends mostly on you: how quickly you book the 3-day course, WAV training, exam, drug test and fingerprints, and upload your papers. Once TLC approves you, the license card is mailed. If it hasn't arrived 10 business days after the mailing date shown in TLC UP, book an appointment at TLC's Long Island City office.
The timeline
What can slow TLC down
TLC's Driver License FAQ says processing time depends on:
- the review of all your documents;
- your fingerprint response report;
- any past TLC license revocations;
- outstanding requirements or clearances from the DMV, the Parking Violations Bureau and TLC;
- whether a fitness hearing is needed before a decision.
Two rules also change the clock. If you have criminal charges pending, TLC defers your application, and denies it if the charges aren't resolved within 90 days (rule 80-08(c)(3)(iii)). And if the only delay is that TLC hasn't made its final decision while you've done everything asked, TLC won't deny you for missing day 90 (80-08(d)(3)).
If you hold an out-of-state driver license, TLC won't process an application filed on or after October 1, 2025 until you upload the DMV's FS-6T receipt; see ID-5 and FS-6T for out-of-state drivers.
Where applications actually sit
TLC publishes a live tracker of new-driver applications. On 2026-10-12, almost all open applications were marked Incomplete — still waiting on items from the applicant — and only a few dozen were Under Review:
The lesson: the fastest way to a license is to clear your own list. The items applicants most often still owe are the exam, the medical form and a copy of the DMV license. See TLC medical certification form and plan your dates with the 90-day application planner.
How to go faster
- Book the course the day you get your application number. Schools need it to register you, and every week you wait comes out of your exam time.
- Do the drug test and fingerprints in the first week. Both are simple appointments, and the background review can only start after fingerprints.
- Get the medical exam right after filing, so the form is never "expired."
- Answer TLC texts the same day. Each text lists exactly what is missing; upload the fix in TLC UP.
After approval: mailing and the temporary license

If it goes wrong
A denied application means a new application and a new $252 fee. See why TLC denies applications and the waiting periods in TLC application bans. The full step list is in how to get a TLC license. Frequently asked questions
How long does TLC take to approve a license?
TLC's Road to Licensure flyer says determinations are made within 90 days from the date the application was submitted. TLC's FAQ adds that each application's time depends on your documents, your fingerprint report, any past revocations, clearances from the DMV, Parking Violations Bureau and TLC, and whether a fitness hearing is needed.
Can I finish faster than 90 days?
Yes. 90 days is the deadline, not a waiting period. The 3-day course is three 8-hour days and TLC says LabCorp drug test results take about 3 days, so the speed mostly depends on how quickly you book the course, exam and appointments and upload your documents.
My license was approved but hasn't arrived. How long should I wait?
TLC says to wait 10 business days from the mailing date shown in TLC UP. After that, book an appointment at TLC's Long Island City office with a completed Credentials Form.
What if TLC is still reviewing on day 90?
Rule 80-08(d)(3) says TLC will not deny your application for being late if the delay is because TLC hasn't made a final decision and you have done everything TLC asked.
