Short answer: no. TLC's Medallion Relief Program (MRP) and its loan guaranty version (MRP+) stopped taking grant applications after April 30, 2024. TLC's program page says "no MRP grant applications will be considered after April 30, 2024," and as of October 12, 2026 it lists no new round. Free legal help and financial counseling are still available.
What the program did, in numbers
MRP gave small owners a grant of $20,000 (MRP 1) or $30,000 (MRP+) to bring down a medallion loan, with free lawyers to negotiate with lenders. TLC's figures, counted from the start of the program:
TLC documents give slightly different totals depending on the date and on whether they count owners or medallions. The Owner/Driver Resource Center FAQ, for example, says $472 million for over 2,000 owners. Quote the number with its source and date.
Most of the relief came through MRP+:
The last full year was small. In 2024, the year of the deadline, TLC approved 94 medallions for 77 owners, with $21,707,961 of debt forgiven, compared with 2,375 medallions over the whole program (OFS 2024).
Who could have used it
You may wonder whether you missed out. The program was open to owners with an interest in six or fewer medallions, acquired no later than March 9, 2021 (rule 58-51(b)); the program was announced that March. Owners did not have to be drivers. The lender also had to agree to cut the loan: the rules set minimums such as at least 40% off the principal with a monthly payment under $2,000 (58-51). If you bought your medallion after March 9, 2021, you would not have qualified even before the deadline.
Help you can still get
The program is closed, but these services are not:
These details come from the Owner/Driver Resource Center FAQ and the relief program page. The legal services do not cover TLC or OATH summonses.
If your loan was already restructured
Two rules still affect you. First, the MRP+ guaranty does not move to a buyer if you sell the medallion. Second, if you default on an MRP restructured loan, you may not acquire an interest in a taxi medallion for five years from the default (58-04(j) and 58-51). If payments are getting hard, call a lawyer before you fall behind. This page is general information, not legal advice.

Frequently asked questions
Can I still apply for MRP or MRP+?
No. TLC's program page says closings and complete grant applications had to reach NYLAG by April 30, 2024, and that no MRP grant applications would be considered after that date.
Is there any new medallion debt relief program in 2026?
TLC has not announced one on its relief program page as of October 12, 2026. The money programs TLC runs now are for accessible taxis: Taxi Improvement Fund grants and the ATLAS loan pilot. Those help pay for a wheelchair accessible car, not a medallion loan.
Can I still get free legal help with my medallion loan?
Yes, if you own six or fewer medallions. TLC's Owner/Driver Resource Center connects small owners with a free legal services provider for medallion-related legal issues, debt, credit card debt, estate planning and setting up an LLC or corporation. It does not handle TLC or OATH summonses.
I own more than six medallions. Is there anything for me?
The legal services are for owners of six or fewer. TLC's relief page points larger owners and drivers to free financial counseling through the Owner/Driver Resource Center.
What happens if I stop paying a loan restructured under MRP?
TLC rules say an owner who defaults on an MRP loan restructure may not acquire an interest in a taxi license for five years from the date of default (35 RCNY 58-04(j) and 58-51(e)(3)). Talk to a lawyer before you miss a payment.
