Your license stops working on the expiration date, but it isn't gone yet. A TLC driver license can still be renewed for 180 days after it expires, with a $25 late fee. You cannot drive for hire until TLC approves the renewal. After 180 days it can't be renewed at all, and you start over as a new applicant.

Vehicle and business licenses are much less forgiving. FHV plates get only 60 days, and a base license gets none. So the first question is: which license expired?

The late window depends on the license

After expiration: how long you have

LicenseLate renewal windowLate feeIf you miss the window
TLC Driver License (also paratransit, commuter van)180 days (80-06(d))$25Apply as a new driver
FHV vehicle license (TC plates)60 days (59A-06(c))$25Can't be renewed. New FHV licenses are WAV-only
Green cab SHL permit60 days (82-07(c))$25Can't be renewed
Medallion (taxicab license)Late renewal accepted (TLC medallion page)$25Rule 58-06(c): $1,000 fine and up to 30 days' suspension for not filing by April 30
FHV base licenseNone. Not accepted after expiry (59B-06(c))—Can't be renewed

In every case, the license is not valid between the expiration date and TLC's approval of the late renewal. Paying the fee is not enough.

If your driver license expired: what to do this week

  1. Stop driving for hire. Driving on an expired license is unlicensed activity. The fines are in can I drive while my renewal is pending.
  2. Count your days. Day 1 is the day after the expiration date on your license. Day 180 is your last chance.
  3. Do everything a normal renewal needs. That means the renewal drug test, the renewal course, a defensive driving certificate no more than 3 years old, paid tickets, and the LARS payment. TLC's renewal page says you can pay the late fee and take the renewal course during the 180-day period.
  4. Upload in TLC UP and watch for approval. TLC bills the $25 after it approves the renewal.

The renewed license runs three years from the old expiration date, not from the day you are approved (rule 80-06(b)). Renewing late doesn't buy you extra time.

A TLC driver license after it expires

  1. Expiration date

    Important: License stops being valid

No driving for hire from the next day, even if you already applied.

  2. Days 1–180

    Watch out: Late renewal window

Finish every renewal requirement; $25 late fee billed after approval.

  3. Approval

    Back on the road

New term counts from the old expiration date.

  4. Day 181+

    Important: Cannot be renewed

Rule 80-06(d)(4). Apply as a new driver.

After 180 days: starting over, with a shortcut for veterans

Past the window, you file a new application and meet all new-driver requirements within 90 days. One shortcut: the life experience exemption in rule 80-04(j)(11) excuses the 24-hour TLC course if you:

  • held a taxi, FHV or TLC driver license for a total of at least 10 years and reapply less than 2 years after it expired, or at least 15 years if you reapply 2 to 5 years after;
  • had no license revoked, or expired or surrendered while revocation charges were pending; and
  • had no outstanding fines when it expired, or have paid them since.

Everything else, including the drug test, fingerprints and exam, still applies. If your license was revoked rather than expired, read getting your TLC license back.

If your FHV plates expired

Rule 59A-06(c) gives 60 days to file a late renewal, with $25. The FHV renewal page adds that the license stays expired until TLC approves it, and you then still have to pass the renewal inspection. Miss the 60 days and the license can't be renewed. Because TLC only issues new FHV licenses for wheelchair accessible vehicles, that usually means the end of that license for a regular car. Some livery-base licenses that expired between March 7, 2020 and September 12, 2022 had a one-time path back. See the COVID livery vehicle recovery rule.

Avoid it next time

Put your expiration date in the license renewal planner and file at least 30 days early. The steps are in the renewal guide. If you have decided not to come back at all, letting the license expire is different from cancelling it. See cancelling or surrendering a TLC license.

Frequently asked questions

Can I still renew my TLC driver license after it expired?

Yes, for 180 days after the expiration date. You file a late renewal, finish every renewal requirement, and pay a $25 late fee, which TLC bills after approval. After 180 days the license can't be renewed (rule 80-06(d)(4)).

Can I drive while my late renewal is being processed?

No. Rule 80-06(d)(2) says the license stays expired and not valid until TLC approves the late renewal.

My TLC license expired more than 180 days ago. What now?

You apply as a new driver. Long-time drivers may skip the 24-hour course under the life experience exemption (rule 80-04(j)(11)): at least 10 years licensed if you reapply within 2 years of expiry, or 15 years if you reapply 2 to 5 years after, with no fines outstanding at expiry.

What if my FHV vehicle license (plates) expired?

You have 60 days after expiry to renew late, with a $25 fee. After 60 days it cannot be renewed. Because new FHV licenses are only issued for wheelchair accessible vehicles, a lapsed non-WAV license is effectively gone.

My license is suspended. Do I still have to renew it?

Yes. A suspended license must be renewed on the normal schedule. If you don't complete renewal, it can't be renewed later (rule 80-06(e)). And it stays unusable until the suspension ends, even after renewal.
