No. A TLC license and TLC plates are two different licenses. The TLC Driver License belongs to you, the person. It lets you drive a yellow taxi, a green cab or a for-hire vehicle (FHV) and lasts three years. "TLC plates" is what drivers call a For-Hire Vehicle license on a car plus the T&LC license plates the New York State DMV puts on that car. The vehicle license lasts two years and belongs to the car's owner.

To drive for hire you always need the driver license. You only need plates if you own the car you drive.

The driver license

The TLC Driver License is one license for three kinds of service: yellow cab, green cab and FHV (TLC's driver license FAQ). A new license expires three years after it is issued, and a renewal runs three years from the old expiration date (rule 80-06). TLC's Get a TLC Driver License page lists the $252 fee for a three-year license. The full cost, with courses and the drug test, is broken down in how much a TLC license costs in total. The old word for it is hack license.

The vehicle license and the plates

The FHV license is for the car. Before TLC will take an application, a TLC-licensed base must file a Base Affirmation for the car. The owner applies in LARS, then uploads documents such as the FH-1 insurance certificate in TLC UP (Get a For-Hire Vehicle License).

Where the plates come from

The plates are the last step, not the first. TLC reviews the application and posts a DMV plate letter in TLC UP. You take the plate letter to a NYS DMV office, and the DMV issues "TC" for-hire plates and a registration. Then you file a Plate Notification in TLC UP and bring the car to inspection. TLC's page says the vehicle license becomes active within 48 hours of passing. Rule 59A-28(b)(3) requires an FHV registered in New York to carry plates embossed "T & LC."

So TLC plates are proof that a car has a TLC vehicle license. They are not a license to drive.

Can you drive without owning plates?

Yes. Many drivers never own a TLC-licensed car. You can rent or lease one from a fleet or another owner, as long as the car has a valid FHV license and base affiliation, and you hold your own TLC Driver License. FHV leases have their own rules (rule 59A-21). The choices are compared in buying or leasing a TLC vehicle.

The reverse is also true. TLC's vehicle FAQ says anyone with a valid state driver's license may drive a TLC-licensed car for personal use. But enforcement can stop the car if they think it is being used for hire. Driving passengers always needs the TLC Driver License.

Two plate mistakes to avoid

  • Returning plates to the DMV ends the license. Rule 59A-06(d) says an FHV license ends early if the plates are voluntarily surrendered, and it cannot be renewed or reinstated. The FHV storage program is the one exception, with its own steps.
  • Letting the vehicle license lapse. The FHV late-renewal window is 60 days, much shorter than the 180 days for a driver license (rules 59A-06 and 80-06). See FHV vehicle license renewal.

The full process for plates, including transfers to a new car, is in the TLC plates guide. Every other license type is in every TLC license type explained, and the cluster is on the licensing hub.

Frequently asked questions

Is a TLC license the same as TLC plates?

No. The TLC Driver License (often called a hack license) is issued to a person and lasts three years. 'TLC plates' is the everyday name for a For-Hire Vehicle (FHV) license on a car plus the T&LC license plates the NYS DMV issues for it. The vehicle license lasts two years.

Can I drive for Uber or Lyft in NYC without owning TLC plates?

Yes. You need your own TLC Driver License, but the car can belong to someone else, such as a fleet or a person who rents or leases you a TLC-licensed car. The car must have a valid TLC vehicle license and be affiliated with a base.

Can I get new TLC plates for my own car today?

As of October 12, 2026, TLC's Get a Vehicle License page says it only accepts a new FHV application if the vehicle is wheelchair accessible. Renewals of existing FHV licenses continue.

Can I transfer my FHV license to another person?

No. TLC's vehicle license FAQ says an FHV license attaches to the SSN or EIN on the application and cannot be changed. You can change the car on the license (a vehicle transfer), but not the owner.

What happens if I hand my TLC plates back to the DMV?

Rule 59A-06(d) says an FHV license ends early if the vehicle's plates are voluntarily surrendered, and a license that ended early cannot be renewed or reinstated. The FHV storage program is the exception, because it has its own steps. Read the storage guide before you return plates.
