Look at the tag ID number printed on the decal on your E-ZPass tag. Its first three digits name the agency that issued it. If it starts with 005, 004, 008 or 086, you have an E-ZPass New York tag, and you get the E-ZPass rate at MTA bridges and tunnels. A tag from outside that New York customer service center, such as 022 (New Jersey), pays the Tolls by Mail rate at MTA crossings: $12.03 instead of $7.46 for a car at the six major crossings (rates as of October 12, 2026).
The prefix table
The Port Authority publishes this list so customers can find "the name of the agency that manages your E-ZPass account" (Port Authority). The last two columns apply the MTA and Port Authority rate rules to each issuer.
Prefix list as shown on the Port Authority E-ZPass page on October 12, 2026.
Why the issuer changes the rate at MTA and Port Authority crossings
MTA bridges and tunnels. The MTA rate table says: "E-ZPass rates apply to NYCSC E-ZPass customers only. Non-NYCSC customers pay Tolls by Mail rates." It adds that "NYCSC Tags are issued by The Port Authority of New York & New Jersey, The New York State Thruway Authority and MTA Bridges and Tunnels" (MTA). NYCSC is the E-ZPass New York Customer Service Center. So the tag works at the gantry, but the price is the mail price.
Port Authority crossings (George Washington Bridge, Lincoln and Holland tunnels, Goethals, Bayonne, Outerbridge). E-ZPass discounts apply to "accounts at the E-ZPass New York and New Jersey Customer Service Centers only." So New York and New Jersey tags are treated the same there; other states' tags don't get the discount.
Rate notes
- Mounting still matters. Even with a New York tag, MTA charges Mid-Tier to NYCSC customers "When Not Using Their Properly Mounted NYCSC E-Z Pass Tag" and for charges posted by license plate. The Port Authority does the same for NY and NJ tags that are not properly mounted. See tag mounting and Mid-Tier.
- Discount plans follow the account. Resident and Port Authority plans need enrollment through the right account; see which E-ZPass to get.
- Passengers. TLC rules say passengers pay "the actual amount (often a discounted toll) charged to the EZ-Pass." Whether a higher mail-rate charge on an out-of-state tag can be passed on is a question to settle before you rely on that tag; see can I charge a passenger the Tolls by Mail rate?
- Whose tag is it? The issuer tells you which agency to call. The tag holder is the person or company on that account, and under TLC rules that decides who keeps the toll money.
What to do next
- Read your tag ID and match the first three digits above.
- If it's not a New York tag and you drive MTA crossings for work, compare the cost with the calculator below, then think about opening an E-ZPass NY account: how to open an E-ZPass NY account.
- Driving a leased car? Check the owner's tag too. Rules for owners and drivers: E-ZPass for TLC drivers and replenishment accounts for lease drivers.

Frequently asked questions
Where do I find my E-ZPass tag ID?
The Port Authority says the tag ID number is printed on the decal on your E-ZPass tag. Match its first three digits to the agency list.
Which tag IDs are E-ZPass New York?
MTA says NYCSC tags are issued by the Port Authority of NY & NJ, the NYS Thruway Authority and MTA Bridges and Tunnels. In the Port Authority's prefix list those are 005, 004, and 008 or 086.
My tag starts with 022. What does that mean?
022 is the New Jersey Customer Service Center. At MTA bridges and tunnels, non-NYCSC customers pay Tolls by Mail rates. At Port Authority crossings, NJ accounts do get the E-ZPass discount.
Is a non-New York tag allowed in a TLC car?
The driver rule 80-15(d)(3) allows personal E-ZPass tags. The owner rules separately require at least one MTA Bridges and Tunnels tag per vehicle license. The catch with other tags is the price at MTA crossings.
