This summons cites the section without a subsection.
Paratransit base owner deliberately acted against the public interest
While running a paratransit base, the owner must not deliberately do, or try to do, anything against the best interests of the public. The summons narrative should describe the act.

A paratransit base owner must cooperate with TLC enforcement officers and authorized representatives, for example by giving its name, license number and required documents when asked.

An owner of a TLC-licensed paratransit base (the company that dispatches paratransit vehicles) must promptly and truthfully answer all TLC questions and comply with all communications, directives and summonses. The base license can stay suspended until the owner complies.
Fine (published)

A paratransit base owner must monitor how its drivers behave toward passengers, investigate passenger complaints and take appropriate action to resolve them.

Paratransit base dispatched a vehicle without checking its equipment

Before dispatch, a paratransit base owner must inspect equipment including brakes, tires, lights, signals, wheelchair ramps, fastening devices, and heating and ventilation units.
