TLC adjudication and enforcement procedures

Chapter 68 set the TLC tribunal's hearing procedures from 2011 (including summary suspensions, §68-22); since hearings moved to OATH in 2013 it covers procedures relating to enforcement. It mostly describes process, not violations, so codes here usually point to a procedure (such as a suspension) or a data-entry error.

Discretionary penalty against a licensed driver (up to $1,000)

Section 68-02(b) lets TLC, instead of a rule's specific penalty, impose revocation, suspension up to six months, and/or a fine. Paragraph (2) caps that discretionary fine at $1,000 per violation for a licensed driver. It describes a penalty, not a separate violation.

TLC summary suspension notice by mail (2011 hearing rules)

This is not a conduct rule. Under the 2011 hearing rules, §68-22 let TLC summarily suspend a license that was out of compliance with a rule calling for "suspension until compliance." Item (b)(3)(ii) said the suspension starts five days after the notice is mailed. The code appears on 2013–2014 suspension notices; the procedure is now §68-16.
