Rule 78-20(k) requires a TLC-licensed e-hail app provider (an app that lets riders hail yellow or green cabs) to answer and comply as directed with all TLC questions, communications, notices, directives and summonses, and to produce its TLC license and other required documents whenever the TLC asks. It is charged to the app company, not to drivers.
