Old accessible dispatch rules (wheelchair taxi pilot)

Old Chapter 16 of the TLC rules set duties for drivers in the accessible-taxi dispatch program, which sent wheelchair-accessible yellow cabs to riders who requested them: dispatch equipment (§16-04), driver training (§16-05), accepting dispatches and fares. It was not kept as a separate chapter in the 2011 rule book; accessible dispatch duties for drivers later appear in Chapter 54 and now Chapter 80. The code 16-506(D) in this family is a mistyped Admin Code §19-506(d).
