The Vision Zero Safety Honor Roll is TLC's yearly award for its safest drivers and bases. Drivers qualify by going five years "without any serious crashes", with "no traffic violations, and … no violations of TLC's safety-related rules" (TLC Honor Roll page). In 2025, at the 11th ceremony, TLC honored 1,069 drivers and 20 bases (TLC 2025 Annual Report).

The 2025 Honor Roll in numbers

TLC's release also says the 2025 honorees came from 77 countries of origin, and drove more than 17 million combined miles in the previous 12 months (TLC, Oct 29, 2025).

How it started and grew

TLC's Honor Roll page lists a ceremony every year since 2014. The first, in 2014, honored 295 taxi and for-hire drivers, according to the title of TLC's press release. The 2019 release title says "more than 450" drivers, and the 2023 title says 500. The 2025 list was more than twice the 2023 size.

The list covers every part of the industry. In 2025, 200 honorees drove yellow taxis and 49 drove green taxis. The rest drove other TLC-licensed vehicles, such as for-hire cars. TLC also counts 200 drivers of wheelchair accessible vehicles (WAVs) and 200 electric-vehicle drivers among them.

What the criteria mean in practice

The bar is five clean years with no exceptions. One crash with an injury or death, one traffic violation, or one TLC safety-rule violation in the five years keeps you off the list. Here is how each part works:

  1. Five years of driving

The test looks back five years, so new licensees can't qualify yet.

  2. No serious crashes

TLC's 2025 release says no crashes involving injury or death.

  3. No traffic violations

That includes the §80-13(a) traffic violations that carry TLC fines and points.

  4. No TLC safety-rule violations

TLC doesn't list them on the page. Chapter 80's safety section (§80-14) covers rules such as phone use, driving hours and reckless driving.

  5. TLC selects

TLC publishes the list of honored drivers as a PDF. Its page doesn't describe an application.

Where drivers see it

At TLC's yearly ceremony, on the Honor Roll page (yearly lists of drivers as PDFs, press releases and photos), and in TLC's annual report. TLC also honors bases with strong safety records.
