In short: At LaGuardia, app drivers wait in a designated waiting area, not at the terminals. For UberX, XL and most products, that is the FHV Hold Lot at 46-10 Berrian Blvd. Uber Black waits at the Cell Phone Lot on 94th Street. Uber lists both as open 6 a.m. to 1 a.m. When you get a request, you pick up at the terminal's marked spot: Terminal A across the street, Terminal B on Level 2 of the parking garage, Terminal C in the arrivals inner lane. Accepting a trip while parked at a pickup spot is a $250 TLC summons.

The lot details come from Uber's LaGuardia driver page. The terminal spots and curb rules come from the Port Authority's LaGuardia pages. All were read on October 12, 2026. Lyft gives its own instructions in its app, and we have not checked them here. This page is general information, not legal advice.

The two sources describe the Cell Phone Lot's cross streets and hours differently. Follow the signs and your app on the day. If you are ticketed, the posted signs are what count.

Uber's page says that "to become eligible to receive a pickup request at LaGuardia Airport, drivers are required to enter the airport's designated waiting lot." It also says "parking or idling at terminals or elsewhere on airport property is strictly forbidden and does not enter you into the trip queue", that this "may result in a citation", and that Uber does not pay citations. Only NYC TLC-licensed drivers get LaGuardia pickup requests.

The queue

Uber's LaGuardia queue works like JFK's:

  • Your place in the lot does not matter. The queue is virtual, and the app shows your position and how many drivers are ahead of you.
  • You may lose your place if you go offline, drive outside the zone, don't accept several requests in a row, or cancel several rides.
  • If the rider cancels, you stay at the top of the queue.
  • Too many cancellations, or asking riders to cancel, "may lose" you the ability to get airport trips at all.

If you think you lost your place unfairly, see why did I lose my place in the airport queue?

Terminal pickup points

The Port Authority's LaGuardia ride-share page tells riders to follow "Ride App Pick Up" signs to these spots:

LaGuardia app pickup points

Terminal CArrivals inner laneUberX may use ExpressMatch, depending on the time of day

ExpressMatch at Terminal B

Uber describes a second way UberX pickups can work at LaGuardia. With ExpressMatch, you are not matched to a rider while you are in the lot. Instead:

An ExpressMatch pickup (Uber, Terminal B)

  1. In the hold lot, the app sends you to the UberX area

You leave the lot without a rider assigned.

  2. Drive to the Terminal B Parking Garage, Curb H

Follow the signs for the Uber curb.

  3. Pull up to the "Wait Here" sign

    Stay inside your vehicle.

  4. Watch out: Receive the next UberX request at the curb

This is the app's designated process for that curb. Don't take anyone who isn't matched to you in the app.

Uber says ExpressMatch "is currently only operating at the Terminal B Parking Garage". Only use it when the app sends you there.

The rules behind the instructions

App instructions are not law, but these rules are:

  • TLC Rule 80-19(f), $250. An FHV driver "must not accept a dispatch while parked or otherwise located at Kennedy Airport or La Guardia Airport unless the Driver is parked in an area other than the airport's designated passenger pick up locations." Waiting in the hold lot and accepting there is the safe pattern. Accepting a request while sitting at a terminal pickup spot is the situation the rule targets. Neither the rule nor Uber's page says how it applies to ExpressMatch, where the request reaches you at Curb H. If you get a summons for that, keep screenshots showing the app sent you there, and talk to a lawyer before the hearing.
  • TLC Rule 80-19(c)(2), $500 / $750 / revocation. A pickup at a NYC airport that is not pre-arranged through your base. See 80-19(c)(2).
  • Port Authority rules V.B–V.D. No soliciting rides, load only at designated places, and rides must be pre-arranged (Airport Rules and Regulations).
  • Curbs. The Port Authority's pick-up page says "parking is not allowed on airport roadways and terminal frontages", that a driver may not wait at the curb unless the passenger and bags are already there, and that unattended vehicles will be towed at the owner's expense.

When the lot is busy and when it's dead

Uber lists its waiting areas as open only 6 a.m. to 1 a.m., and demand overnight is low. In TLC's app trip records, LaGuardia app pickups average only about 14 to 29 an hour in the hours from 3 a.m. to 6:59 a.m. From 9 a.m. to midnight they run at about 600 to 900 an hour (our count, averaged over the 365 days from September 2025 to August 2026). The app's queue count is the best guide to how long you will wait. No official source publishes LaGuardia lot wait times.

Access fee schedule

For for-hire vehicles, the Port Authority's approved access fee is $3.50 per pickup and per drop-off from March 15, 2026. It was $2.50 before, and it is scheduled to be $4.50 from March 15, 2027 and $5.00 from March 15, 2028. In TLC's app trip records, the most common airport_fee on LaGuardia trips changed from $2.50 to $3.50 in March 2026 (our count). The Port Authority does not say who bears the fee inside the app's price. Check your pay statement, and see the access fee page.
