Can Green Cabs Pick Up at JFK or LaGuardia?

Green cabs can't take street hails at JFK or LaGuardia, but TLC rules allow a pre-arranged base trip starting there: the two zones, $500 penalty, drop-offs.

Short answer: Not by street hail, and not from the taxi line. A green cab (street hail livery, or SHL) can't accept a hail at JFK or LaGuardia, and the penalty starts at $500 plus suspension. But TLC rules do allow a green cab to take a pre-arranged trip dispatched by its base that starts at either airport. Drop-offs at the airports are fine.

This answer comes from TLC Chapter 51, Chapter 80 and Chapter 82, read on October 12, 2026. It is general information, not legal advice.

Two zones with almost the same name

The confusion comes from two TLC definitions that sound alike:

Green cab zones in TLC Chapter 51

ZoneWhat it coversWhat a green cab can't do there
Hail Exclusionary Zone(1) Manhattan south of East 96th St. and West 110th St. (2) The New York City AirportsAccept a passenger by hail
Pre-Arranged Exclusionary Zone(1) Manhattan south of East 96th St. and West 110th St. onlyBegin a pre-arranged trip

The airports are in the first list but not the second. So at JFK and LaGuardia:

  • Hails: not allowed. Rule 80-19(b)(1)(i) says a green cab driver "must not solicit Passengers in the Hail Exclusionary Zone."
  • Pre-arranged trips: allowed by TLC rules. Rule 82-13(a)(3) says it directly: "a Driver can accept a Pre-Arranged Trip beginning at one of the New York City Airports." The green cab trip record even has a field for whether a pre-arranged dispatch was "to begin with an airport pickup".

What a hail at the airport costs

Rule 80-19(b)(1) carries some of the steepest penalties in Chapter 80, and you must appear at the hearing:

  • $500 + suspensionFirst violation
  • $750 + suspensionSecond violation within 24 months
  • RevocationThird violation within 120 months
  • RequiredAppearance at OATH

The vehicle's owner is exposed too. Rule 82-13 makes the SHL licensee responsible for making sure drivers don't take hails in the Hail Exclusionary Zone, and it lets the TLC Chair seize a green cab when there is probable cause that the driver was seeking a hail trip there. See the owner-side rule at 82-13(a)(1).

No airport taxi line for green cabs

Airport taxi stands and feed lines follow taxi stand rules (Rule 80-19(e)(1)). Rule 80-19(d)(1)(i) says a green cab driver "does NOT have the right to take a position at a Taxi Stand in the Hail Exclusionary Zone." Because the airports are in that zone, the JFK and LaGuardia taxi lines are for yellow cabs.

Port Authority rules say the same thing

The Port Authority's Airport Rules and Regulations require "specific pre-arrangement" for ground transportation at its airports (rule V.D). The only exception it spells out for NYC is a vehicle licensed by TLC as a "taxicab", meaning a yellow cab. For a passenger arriving by plane, pre-arrangement means showing a card with the company's name, the passenger's name, and the airline and flight number.

Decide in three questions

Can I take this passenger at the airport?

Answer a few questions · general information, not legal advice

Question 1Did the trip come through your base as a pre-arranged dispatch?

Did the trip come through your base as a pre-arranged dispatch?

  • Yes, the base dispatched it

Will you load at a designated pickup place, not the taxi stand?

    • Yes

Good to know: What this means for you

TLC rules allow a pre-arranged trip that begins at a NYC airport (Rule 82-13(a)(3)). Keep the dispatch record, and follow the airport's signs for where to load.

    • I was going to use the taxi line

Watch out: What this means for you

Green cabs have no right to a taxi stand position in the Hail Exclusionary Zone (Rule 80-19(d)(1)(i)). Meet your pre-arranged passenger at a designated pickup place instead.

  • No, the person waved or asked me

Important: What this means for you

Don't take it. That is a hail in the Hail Exclusionary Zone: $500 and suspension for a first violation (Rule 80-19(b)(1)). Tell the person to use the taxi stand or book a ride.

Drop-offs and green cab airport fares

Green cabs take passengers to the airports, and Chapter 82 has fares for those trips:

  • To LaGuardia: the meter plus "a surcharge of $5.00 for all trips to LaGuardia Airport" (Rule 82-26(a)(2)(iii)).
  • To JFK from upper Manhattan: a hail trip "to Kennedy Airport from a location in Manhattan which is in the Hail Zone" is a $70 flat rate plus tolls and surcharges, with a $5.00 weekday 4–8 p.m. surcharge (Rule 82-26(b)). From other boroughs, it's the meter. More on whether green cabs charge the JFK flat fare and the LaGuardia surcharge for green cabs.

In TLC's trip records for September 2025 to August 2026, green cabs made only 219 pickups at JFK and 232 at LaGuardia, against 3,907 and 14,107 drop-offs there.

Frequently asked questions

Can a green cab pick up a street hail at JFK or LaGuardia?

No. TLC's Chapter 51 puts the New York City Airports in the Hail Exclusionary Zone, where green cabs (street hail liveries) may not accept passengers by hail. Rule 80-19(b)(1) sets $500 and suspension for a first violation, $750 and suspension for a second within 24 months, and revocation for a third within 120 months.

Can a green cab do a pre-arranged pickup at the airport?

TLC rules allow it. The airports are not in the Pre-Arranged Exclusionary Zone, and Rule 82-13(a)(3) says a green cab driver "can accept a Pre-Arranged Trip beginning at one of the New York City Airports." The trip must come through a base, and Port Authority rules also require pre-arrangement.

Can a green cab wait in the airport taxi line?

No. Rule 80-19(d)(1)(i) says a green cab driver does NOT have the right to take a position at a taxi stand in the Hail Exclusionary Zone, and the airports are in that zone.

Can a green cab drop passengers off at the airport?

Yes. Green cab fare rules even include airport trips: a $5.00 surcharge on trips to LaGuardia, and a $70 flat fare for hail trips to JFK that start in the part of Manhattan in the Hail Zone.
