Yes, but only in the Hail Zone. A green cab (street hail livery) has the same right as a yellow cab to take any empty spot at a taxi stand in the Hail Zone. It has no right to a stand in the Hail Exclusionary Zone: Manhattan south of East 96th Street and West 110th Street, and the airports (TLC Chapter 80, §80-19(d)(1)(i)). These rules were current as of October 12, 2026.

The rule text

Rule §80-19(d)(1)(i) says:

A Driver of a Street Hail Livery has the right to take a position at any Taxi Stand having a vacancy in the Hail Zone, and no other Driver may interfere with that right. A Driver of a Street Hail Livery does NOT have the right to take a position at a Taxi Stand in the Hail Exclusionary Zone.

The Hail Exclusionary Zone is "(1) Manhattan south of East 96th St. and West 110th St. (2) The New York City Airports". The Hail Zone is all of NYC except those two areas (TLC Chapter 51). TLC's green cab page puts it simply: green cabs "may not operate in the Hail Exclusionary Zone, south of West 110th St and East 96th St."

Examples by place

The tricky part is that the Manhattan line sits at 96th Street on the East Side but 110th Street on the West Side.

Fifth Avenue is our shorthand for "East Side vs West Side". The rule itself names only East 96th and West 110th Streets, so for an address near Fifth Avenue between 96th and 110th, check with TLC.

Terminal stands in the Hail Zone

Rule §80-19(e)(1) says stand rules "also apply to special Taxi Stands and Feed Lines at air, rail, bus and ship terminals", and adds: "These rules also apply to Street Hail Liveries for terminals located in the Hail Zone." A Feed Line is "the line of Taxicabs that feeds into the specific pick-up location" (Chapter 51). Where a terminal has a holding area, §80-19(e)(2) applies too: park in the holding area before you go on relief, rejoin at the end of the feed line, and never bring passengers into the holding area ($50).

The 100-foot cruising rule for green cabs

Using a stand is one thing; hunting for fares next to it is another. Rule §80-19(b)(2)(ii) says a green cab driver "must not solicit or cruise for the purpose of soliciting Passengers within 100 feet of any authorized Taxi Stand". The fine is $100 if you plead guilty before a hearing, $150 if found guilty after one. So in the Hail Zone you may either join the line or drive past, but not pick off passengers walking to it. Yellow cabs have the same rule, 80-19(a)(4)(ii).

Aggregated by TLC Help from TLC trip records, Sep 2025 – Aug 2026 (pickup date; TLC publishes trip files about two months after the month ends and may revise them). 'App' = high-volume for-hire services (Uber, Lyft). Taxi records with a negative fare (reversals) are excluded. Averages, medians and rates use 'clean' trips only: 1 minute to 4 hours, more than 0 and under 150 miles, fare above $0 and under $1,000.

East Harlem North and East Harlem South top the list, both close to the 96th Street line. That is where knowing which side of the line a stand sits on matters most. More in green cab pickups by zone.

What to do next

Frequently asked questions

Can a green cab wait at a taxi stand?

Yes, at any taxi stand in the Hail Zone that has an empty spot. It has no right to a spot at a stand in the Hail Exclusionary Zone: Manhattan south of East 96th and West 110th Streets, and the airports.

Can a green cab use the taxi line at JFK or LaGuardia?

No. Both airports are in the Hail Exclusionary Zone, so a green cab may not take a stand position or a hail there.

Do stand rules apply to green cabs at train and bus terminals?

Yes, for terminals in the Hail Zone. Rule 80-19(e)(1) says taxi stand rules apply to green cabs at those terminals, including feed lines and holding areas.

What if a green cab sits on a stand in Midtown?

It has no right to that position under 80-19(d)(1)(i), which carries a $75 fine. Taking a hail there is a much bigger problem: 80-19(b)(1), $500 and suspension for a first violation.

Can a green cab cruise near a taxi stand?

No. Even in the Hail Zone, a green cab must not solicit or cruise for passengers within 100 feet of an authorized taxi stand: $100 if you plead guilty, $150 after a hearing.
