Can Uber Drivers Pick Up at a Taxi Stand in NYC?

No. TLC rule 80-19(d)(2) bans FHV pickups at any taxi stand, even for app trips: $350, then $500, then revocation. Where to meet your rider instead.

No. TLC rule §80-19(d)(2) says: "A For-Hire Driver must not pick up Passengers at any Taxi Stand" (TLC Chapter 80). That includes Uber, Lyft, Via, black car, livery and luxury limousine drivers, and it applies even when the rider booked through the app. The fine is $350, then $500 for a second violation within 24 months, and revocation for a third within 36 months.

The rule and the penalty

FHV pickup at a taxi stand: §80-19(d)(2)

ViolationPenaltyAppearance
First$350Not required
Second within 24 months$500Not required
Third within 36 monthsRevocation of your TLC licenseNot required

Unlike many TLC fines, this one has no lower "plead guilty early" amount: the rule lists one fine per step.

"But it was a pre-arranged app trip"

That does not help. Most FHV rules are about how the trip was booked: rule §80-19(c)(1) bans pickups "other than by prearrangement through a licensed Base". Rule (d)(2) is different. It is about where the pickup happens, and it says "any Taxi Stand" with no exception for pre-arranged trips. A taxi stand is "a place where Taxicabs are authorized … to line up and wait for customers" (TLC Chapter 51), so it is held for yellow cabs (and green cabs in the Hail Zone).

If the rider is waiting on a stand, message them to walk a few car lengths past the stand sign, or pull up at the nearest legal curb and wait there.

How often it is charged

In the OATH case data, §80-19(d)(2) was the first charge on just 10 summonses from 2016 to October 2026, and none since 2019 (OATH data, our query of October 12, 2026). That does not make stand pickups safe. FHV pickups that are not dispatched through a base are charged under a different rule, §80-19(c)(1), which had 10,240 summonses in the same period. The data doesn't show where any summons was written.

Where to pick up instead

These sign types are real: DOT's current sign records include "FHV (SYMBOL) TAXI/FHV PICK-UP/DROP-OFF ONLY" and "FHV (SYMBOL) FOR-HIRE VEHICLES ONLY" signs, some with hours such as "MONDAY-FRIDAY 4PM-MIDNIGHT" (NYC Open Data). DOT's general rules for each sign are on its Parking Regulations and Loading Zones pages. Waiting is not allowed in No Standing zones, so time your arrival.

  • Relief stands are a different thing: a place to park on a break. FHVs may use those signed TAXI/FHV. See taxi relief stands.
  • Airports: FHVs must not accept a dispatch while at JFK or LaGuardia unless parked somewhere other than the designated pickup locations (§80-19(f), $250).
  • Double parking for a pickup is illegal at all times — see can I double park to pick up a passenger.

For every license type and place, see who can pick up where. The full stand rule set is in taxi stand rules, the violation itself on 80-19(d)(2), and stand counts on taxi stands by borough. More on the places hub.

Frequently asked questions

My rider booked through the app. Is a taxi stand pickup still a violation?

Yes. Rule §80-19(d)(2) says a for-hire driver must not pick up passengers at any taxi stand. It does not make an exception for pre-arranged or app trips.

What is the fine?

$350 for a first violation, $500 for a second within 24 months, and revocation of your TLC license for a third within 36 months. You do not have to appear in person.

Can I drop off at a taxi stand?

The TLC rule is about pickups. NYC DOT lists taxi stands among curb rules that allow passenger pick-up and drop-off, but posted signs control, and stopping in a cab line causes conflict. Use another legal curb when you can.

Where can I pick up instead?

At a curb where passenger pickups are legal: No Standing and No Parking zones, Neighborhood Loading Zones, and signs reading TAXI/FHV PICK-UP/DROP-OFF ONLY or FOR-HIRE VEHICLES ONLY (within the hours shown). Not in a No Stopping zone and never double-parked.
