Yes, a name mismatch can stop your TLC application. TLC's Driver License Application Guide says, in capital letters: "YOUR NAME MUST BE IDENTICAL ON ALL DOCUMENTS: Your First, Middle, and Last names must be exactly the same on all documents." Fix any difference before you file. Usually that means updating your Social Security record first, then your DMV license, and only then applying to TLC.
Why the identical-name rule matters
Your TLC application connects records from several agencies: your Social Security number, your DMV license, your fingerprint report, your drug test, school certificates and court papers. Every one of them carries your name. If one record says "Mohammad" and another says "Mohammed," or one has a middle name and another doesn't, the records may not match. TLC's guide doesn't list exceptions.
It also matters on exam day. PSI's candidate bulletin says your first and last name on your PSI account "must be the same as you provided on your TLC Driver License application and match exactly with your State-issued Driver's License." If your ID doesn't match the registered name, PSI won't let you test and you lose the $49 fee (as of 2026-10-12).
Two rules raise the stakes. TLC can deny an application with a "material mistake or omission" (rule 80-08(c)(3)(i)), and while it is pending you must tell TLC about any change to the information you submitted (80-04(o)). The $252 application fee is not refunded.
Fix it in this order
| Step | Where | Why first |
|---|---|---|
| 1 | Social Security Administration | The DMV matches your license name to your Social Security card. |
| 2 | NY DMV | For a mail-in change the DMV says "the name on your card must exactly match the name requested for your new document." Its mail-in name change only works after the Social Security change. |
| 3 | Everything else | Defensive driving certificate, medical form, court papers: use the name now on your DMV license. |
| 4 | TLC application | File in LARS with exactly that name. |
The DMV's name change page explains the options. By mail (Standard licenses only, not for a CDL), you send the form, a copy of your new Social Security card, a copy of your current license and one proof of the name change — for example a marriage certificate, court order, amended birth certificate, divorce papers showing the change, or naturalization papers. The DMV listed a $12.50 fee for a license or permit when we checked on 2026-10-12. REAL ID and Enhanced license holders must go in person and update the photo too. Check the Social Security Administration's website (ssa.gov) for the papers it needs.
Before you apply: name checklist
Spelling differences are common when a name is written from another alphabet. Choose one spelling, make your Social Security and DMV records match it, and then use it everywhere. The immigrant drivers guide covers other ID questions, and the new driver roadmap shows where this fits in the bigger picture.
Already licensed and changing your name?
TLC's Licensed Drivers FAQ says that if you have a NYS license, you change your name (or photo) at the DMV first. Then you make an appointment at TLC to get a temporary license and sign a digital Request to Update TLC Credential Form. The new card is mailed and uses your DMV photo. With an out-of-state license, you complete the Request a Replacement Credential form and TLC takes your photo at the appointment. Frequently asked questions
Do my names really have to match exactly?
Yes. TLC's Driver License Application Guide says your first, middle and last names must be exactly the same on all documents. PSI also requires the name on your exam account to match your TLC application and your state driver license.
Which do I fix first, Social Security or the DMV?
Social Security. The NY DMV says the name you request on a DMV document must exactly match the name on your Social Security card, and its mail-in name change only works after you have changed your name with the Social Security Administration.
I am already licensed and changed my name. What now?
TLC's Licensed Drivers FAQ says NYS license holders change the name at the DMV first, then make a TLC appointment for a temporary license and sign a Request to Update TLC Credential Form. The new card is mailed with your DMV photo.
Can a name mismatch cost me money?
Yes. PSI keeps your $49 exam fee if your ID doesn't match the registered name, and TLC's $252 application fee is non-refundable if your application is denied (fees as of 2026-10-12).
