Start in the app, then go to TLC. First check the trip's fare breakdown for a toll line. If it's missing, match the crossing in your E-ZPass account and ask Uber to review it ("My toll or parking fee wasn't included in my fare"). If the company still doesn't pay, complain to TLC's Driver Protection Unit. TLC rule §59D-17(c) says Uber and Lyft must pay you "the entirety of any toll paid by the Driver during a dispatched trip".
Is it really missing?
Before you complain, make sure the toll belongs to the trip:
- Was the rider in the car? Uber repays "only for tolls incurred during a trip with a rider". A toll on the drive to the pickup or back home is a different issue: see tolls on the way to a pickup.
- Was it an express lane? Uber says optional express-lane tolls aren't reimbursed.
- Is it in the statement but not the trip screen? Uber says tolls appear "in the fare breakdown on the Uber Driver App and in your weekly payment statement". Check both.
- Is the amount right? Uber says it reimburses "the full amount based on the current rates set by local authorities". If your tag was charged Mid-Tier or a mail rate because it wasn't read, the difference may be a tag problem, not a missing toll: see why did I get a toll bill with E-ZPass?.

The TLC complaint route
The Driver Protection Unit "investigates complaints submitted by TLC licensees" about illegal conduct, including "failure to pay drivers what they earned by providing a trip". TLC's driver pay page also tells drivers to email DriverProtection@tlc.nyc.gov "if they believe they are not receiving the correct payments".
What the rule allows TLC to do: under §59D-17(c), the company faces a $500 fine and restitution to you "for any tolls that were not properly reimbursed". TLC decides whether to act; we can't promise an outcome. More on the unit: TLC Driver Protection Unit guide.
What to do next
- Check that tolls aren't being counted inside your minimum pay: do tolls count toward minimum pay?.
- For the full picture of app tolls, read tolls on Uber and Lyft trips and see how often app trips have tolls.
- Staten Island and Rockaway trips have a special direction rule: the return-toll rule.
- Tolls you paid and were never repaid may matter at tax time: can I deduct tolls and parking?.
- Congestion charges are separate; see congestion toll twice in one day.
All toll pages: Tolls.
We did not verify Lyft's own toll review process, so this page describes Uber's. The TLC rule applies to both. This is general information, not legal advice.
Frequently asked questions
How do I report a missing toll to Uber?
Uber's driver help page says to look for the option "My toll or parking fee wasn't included in my fare" to ask for a review. Have the trip and your E-ZPass record ready.
Can I complain to TLC if Uber won't pay a toll?
Yes. TLC rule §59D-17(c) says the company must remit the entirety of any toll you paid during a dispatched trip, with a $500 fine and restitution if it doesn't. TLC's Driver Protection Unit takes complaints at driverprotection@tlc.nyc.gov.
What proof do I need?
The trip details from the app (date, time, pickup and drop-off), your fare breakdown or weekly statement with no toll line, and your E-ZPass account record showing the same crossing at a time during the trip.
Will Uber pay a toll from before I picked up the rider?
Uber's policy is to reimburse only tolls during a trip with a rider. The TLC rule says "during a dispatched trip" and doesn't spell out the drive to the pickup. See our page on tolls on the way to a pickup.
