In short: The MTA counts every vehicle that drives into the Congestion Relief Zone (Manhattan at or below 60th Street). In 2025 there were 178,203,234 entries, and 66,407,201 (37.3%) were taxis and FHVs on the per-trip plan. In January–September 2026 the share rose to 38.9% (50,062,512 of 128,667,519). That is about 184,000 taxi and FHV entries a day, and in September 2026 the monthly share reached 39.6%, the highest so far.
These numbers come from the MTA's open dataset t6yz-b64h, which we summed on October 12, 2026 (data from January 5, 2025 to October 3, 2026). An entry is a vehicle crossing into the zone, not a trip and not a charge. See the limits below.
The numbers at a glance
Monthly entries by vehicle class
Taxi and FHV entries move with the seasons like other traffic: lowest in a full month in February 2026 (4.73 million, a short month), highest in October 2025 (6.12 million). The bigger story is the share.
The taxi/FHV share line
The share stayed between 35.8% and 37.8% for most of 2025, then sat around 38.3–39.6% from October 2025 on. The MTA's own evaluation noticed the same shift: taxis and FHVs were an estimated 27.5% of weekday entries in fall 2023 counts, and about 5 percentage points more than that history on weekdays in 2025, with fewer private cars (MTA evaluation, Tables 2-2 and 2-3). The MTA warns the 2023 counts were taken in the fall and may undercount FHVs.
Whole-year totals by class
Entries vs charged trips
TLC trip records count something different: trips that were charged the congestion fee. From September 2025 to August 2026 that was about 227,000 Uber/Lyft trips and 91,000 yellow taxi trips a day, far more than the ~184,000 daily taxi/FHV entries:
Why more trips than entries? A trip that starts and ends inside the zone, or starts inside and leaves, is charged but creates no entry. One vehicle can do several zone trips after one entry. And an empty vehicle driving in to a pickup creates an entry but is not charged under the plan (IN24-10). So use entries for traffic, and trips for charges: see congestion zone trip statistics.
What the data can't tell you
- Entries ≠ charges. The MTA says this data "should not be used for revenue calculations, as entries do not include information about exemption statuses, payment methods, and repeat entries."
- Not every TLC vehicle is in the TLC class. The column notes say taxis and FHVs not charged in a per-trip charge plan "are tolled by vehicle class and appear in those categories", such as cars. The TLC class is plan vehicles only.
- No split between yellow taxis, green cabs, Uber/Lyft and black cars. For that, use trip data or the MTA evaluation.
- Excluded-road traffic is separate. Taxis and FHVs that drove in but stayed on the FDR Drive, West Side Highway or Carey connections are counted in another column (3,464,324 in 2025) and not in the totals above.
- Nothing about pay. More entries don't mean drivers earn more or less; the charge is paid by passengers.
Source, method and data lag
We summed crz_entries by month and vehicle_class from t6yz-b64h on October 12, 2026 (rows updated October 8, 2026; last day October 3, 2026). Shares are computed from those sums. The dataset is published in 10-minute blocks and can be revised.

Frequently asked questions
How many taxi and FHV entries into the congestion zone are there?
MTA data shows 66,407,201 entries by vehicles in the TLC Taxi/FHV class in 2025 (from January 5), about 184,000 a day. From January to September 2026 there were 50,062,512.
What share of vehicles entering the zone are taxis and FHVs?
37.3% of all entries in 2025 and 38.9% in January–September 2026. Cars, pickups and vans are the largest group at about 57% and 55%.
Is one entry the same as one trip?
No. An entry is a vehicle crossing into the zone. A trip that starts and ends inside the zone creates no entry, and an empty car driving in to pick up creates an entry but no charge. Use trip data to count charged trips.
Does every taxi and Uber appear in the TLC Taxi/FHV class?
No. The MTA says taxis and FHVs not covered by a per-trip charge plan are tolled by vehicle class and appear in those classes, such as cars.
