In short: The Marine Parkway–Gil Hodges Memorial Bridge, the Brooklyn link to the Rockaways, costs a car $2.80 with a New York E-ZPass, in each direction. On a TLC trip from Brooklyn to the Rockaway Peninsula over this bridge, the passenger pays two times the toll ($5.60 with that tag). From the Rockaways to Brooklyn, the passenger pays no bridge toll.

Marine Parkway rates (Class 1 car)

  • $2.80 needs a New York Customer Service Center (NYCSC) E-ZPass. Other states' tags pay the Tolls by Mail price, $6.02, because "Non-NYCSC customers pay Tolls by Mail rates" (MTA).
  • Mid-Tier ($4.42) when an NYCSC customer's tag is not read and the crossing is charged by plate.
  • Rockaway resident rate: $1.83 with E-ZPass at this bridge and the Cross Bay, for vehicles registered in zip codes 11691, 11692, 11693, 11694, 11695 and 11697. "Vehicles used for commercial purposes are not eligible" (MTA resident programs). The MTA does not say how TLC vehicles are treated; ask E-ZPass New York (800-333-8655).

The direction rule for Brooklyn–Rockaway trips

TLC rules for taxis (§58-26(f)(1)), FHVs (§59A-23(b)(1)) and green cabs (§82-26(g)(1)), as amended effective November 29, 2023 (TLC promulgation):

  • Two times the toll "from Brooklyn over the Marine Parkway – Gil Hodges Memorial Bridge to the Rockaway Peninsula".
  • No toll on trips "from the Rockaway Peninsula over the Marine Parkway – Gil Hodges Memorial Bridge to Brooklyn".

TLC's reason, in its 2023 rule notice: there is "no way to return from the Rockaway Peninsula without again taking" the Cross Bay or Marine Parkway bridge, so a driver who drops off there pays again to leave. Before 2023 the passenger paid the toll both ways on every trip over the two Rockaway bridges. The 2023 change kept the return toll for trips going in and dropped it for trips coming out, so riders leaving the Rockaways "are not overcharged". The same structure now applies to the Verrazzano; see the return toll rule.

Marine Parkway Bridge: what does the passenger owe for the toll?

Answer a few questions · general information, not legal advice

Question 1What kind of trip?

What kind of trip?

  • Taxi, green cab, black car, livery or limo

Which way does the trip cross the bridge?

    • Brooklyn → Rockaway Peninsula

Good to know: What this means for you

Two times the toll you were charged: $5.60 with an NYCSC E-ZPass (2 × $2.80). Never 2 × $6.02 unless that is what your account was really charged.

    • Rockaway Peninsula → Brooklyn

Watch out: What this means for you

No Marine Parkway toll for the passenger. The toll you pay is covered by the rule for trips going onto the peninsula.

  • Uber or Lyft

Note: What this means for you

The company sets the rider's price. TLC rule §59D-17(c) says it must pass back to you every toll you paid during a dispatched trip. Whether it covers your empty return is company policy; check your statement.

Worked example, using both Rockaway bridges

A taxi passenger in Marine Park asks for Breezy Point. You take the Marine Parkway Bridge: $2.80 is charged to the E-ZPass, and you add $5.60 at the end of the trip. Your next fare is on Beach 116th Street, going to Howard Beach in Queens, so you leave over the Cross Bay Bridge: $2.80 charged, $0 for that passenger, because trips from the Rockaways to Queens over the Cross Bay are also exceptions. Both bridges cost the same, so the extra $2.80 from the first passenger covers your second crossing either way. Charge only the actual E-ZPass amount; more is an overcharge (§58-26(f)(3)). If you drive someone else's vehicle, pass the toll money to the tag holder at the end of the shift (§80-15(d)(4)).

Green cabs: the online rule book lags

If you drive a green cab, you may find older wording. The chapter 82 rule book PDF on TLC's site, read October 12, 2026, still says the passenger pays tolls "driving to the passenger's destination" and no return tolls "except for trips over" the Cross Bay and Marine Parkway bridges. Under that old wording a passenger leaving the Rockaways would also pay your return toll. The 2023 promulgation amended §82-26(g)(1) to the new direction rule, the same as for taxis and FHVs. Follow the promulgated rule: two times the toll going onto the peninsula, nothing coming off it. Keep a copy of the promulgation on your phone in case a passenger or inspector asks.
