In short: The Goethals Bridge between Elizabeth, New Jersey and Staten Island costs a car $14.79 off-peak and $16.79 at peak with a New York or New Jersey E-ZPass (rates as of October 12, 2026). It is charged only toward Staten Island. Regular private drivers can pay $8.40 under the Port Authority's Staten Island Bridges Plan, but it requires non-commercial plates, so don't assume a TLC car qualifies. On a TLC trip to New Jersey, the passenger pays your toll back.

Goethals rates (Class 1 car)

  • Into New York only. "Tolls are collected entering New York. No tolls are collected entering New Jersey" (Port Authority).
  • Only NY and NJ E-ZPass accounts get the E-ZPass price.
  • Mid-Tier ($19.55) since July 6, 2025, when an NY/NJ account's tag is not properly mounted and not read.
  • Tolls by Mail ($23.30) at all hours when the plate is not on an E-ZPass account in good standing.

The Staten Island Bridges Plan (PASI)

The Port Authority's plan for the Goethals, Bayonne and Outerbridge (E-ZPass plans):

Rule What the Port Authority says
Vehicles Classes 1, 7 and 11 (Class 1 is a two-axle car; Class 11 is a motorcycle)
Plates and account "Non-commercial plates and private E-ZPass accounts at E-ZPass New York or New Jersey"
Enrollment Required
Price $8.40 per peak or off-peak trip, Mid-Tier $9.78
Minimum At least three Staten Island-bound trips in one calendar month on those three bridges. All tags on the account count.
Fewer than three trips You pay the normal rate: $14.79 off-peak, $16.79 peak (Mid-Tier $19.55)

TLC vehicles: a TLC vehicle is licensed to carry passengers for hire, and the plan names non-commercial plates and private accounts. The Port Authority page does not mention TLC vehicles, so we can't tell you the answer. Call E-ZPass New York (800-333-8655) or E-ZPass New Jersey before you enroll a TLC car, and keep their answer in writing. The plan can still help with your personal car. The same question for the Verrazzano: Staten Island resident discount on a TLC car.

Electric or plug-in hybrid? The Port Authority's Green Pass plan gives eligible plug-in vehicles $11.29 off-peak (peak stays $16.79). It requires a private New York E-ZPass account and enrollment by letter with the registration. The same TLC-plate question applies.

Who pays on a TLC trip

Staten Island trips to New Jersey are trips beyond the city, so TLC's rule is simple: "the passenger must pay all necessary tolls to and from the destination" (§58-26(f)(2) taxis, §59A-23(b)(2) FHVs). In a yellow taxi or green cab, agree a flat rate before you start; "double the meter" is not a flat rate (§80-17(f)(1)). Tell the passenger the tolls are added on top, and charge only the actual E-ZPass amount.

Example: Brooklyn to Elizabeth, NJ

  1. Verrazzano, Brooklyn → Staten Island

MTA toll $7.46 with an NYCSC E-ZPass. On this out-of-city trip it is a toll 'to' the destination, so the passenger pays it.

  2. Goethals, Staten Island → New Jersey

    No toll in this direction.

  3. Drop-off in Elizabeth

Collect the agreed flat rate plus the tolls to and from: the Verrazzano going, and the Goethals and Verrazzano coming back.

  4. Goethals, New Jersey → Staten Island

    Port Authority toll: $14.79 off-peak or $16.79 peak with NY/NJ E-ZPass.

  5. Verrazzano, Staten Island → Brooklyn

MTA toll $7.46 with an NYCSC E-ZPass.

Tolls in this example: $7.46 + $14.79 + $7.46 = $29.71 off-peak, or $31.71 if you cross the Goethals back at peak. These are the E-ZPass amounts; the passenger owes the amounts actually charged. Inside the city, the Verrazzano has its own direction rule, explained on the Verrazzano-Narrows Bridge page.

If a Goethals toll bill goes wrong

Port Authority crossings are cashless, so problems show up later as a Mid-Tier charge or a Tolls by Mail bill. The Port Authority says your plate must be "correctly registered to an active NY/NJ E-ZPass account in good standing" to avoid Tolls by Mail invoices. Check that every TLC vehicle you drive, including a new or replacement car, is on the right account. If the E-ZPass or Tolls by Mail customer service center can't fix a problem, the Port Authority's Toll Payer Advocate is a free service that investigates for the registered owner. The Port Authority also warns that unpaid violations may be sent to collection agencies (Port Authority tolls page). Step by step: Toll Payer Advocate help.

Other Staten Island and New Jersey crossings

The Bayonne Bridge and Outerbridge Crossing have the same Port Authority price and the same plan. Into Manhattan from New Jersey: Holland Tunnel, Lincoln Tunnel, George Washington Bridge. Other MTA bridges: Throgs Neck, Henry Hudson. Borough guide: Staten Island. More: tolls hub.

Frequently asked questions

How much is the Goethals Bridge toll?

For a car with a New York or New Jersey E-ZPass: $14.79 off-peak and $16.79 peak. Mid-Tier is $19.55 and Tolls by Mail $23.30. It is charged only when entering Staten Island (New York).

Is there a Staten Island discount on the Goethals?

Yes, the Port Authority's Staten Island Bridges Plan: $8.40 per trip if you make at least three Staten Island-bound trips in a calendar month on the Goethals, Bayonne or Outerbridge. It needs enrollment, a private E-ZPass account and non-commercial plates.

Can a TLC vehicle use the Staten Island Bridges Plan?

The plan requires non-commercial plates and a private account. The Port Authority does not say how it treats TLC-plated vehicles, so ask E-ZPass New York (800-333-8655) or New Jersey before you enroll.

Who pays the Goethals toll on a TLC trip to New Jersey?

The passenger. On trips beyond New York City, TLC rules say the passenger pays all necessary tolls to and from the destination, including your Goethals toll back into Staten Island.
