Counting method

The TLC's active FHV list and medallion list only show VINs. TLC Help decoded them with NHTSA's vPIC decoder, which names the model and fuel type. The fuel type can be wrong for a few model years, and the lists change daily.

TLC's vehicle lists have no make/model column, so TLC Help decoded the VIN of every licensed vehicle with NHTSA's vPIC decoder (one representative VIN per manufacturer + model-descriptor + model-year pattern) and published only counts. 5 of 115,081 vehicles (0%) could not be decoded to a model and are left out. vPIC sometimes reports trim-family names (e.g. 'RX' not 'RX 350h'); powertrain comes from vPIC's electrification/fuel fields and may misclassify a few model years. Snapshot lists change daily. Model year from TLC's vehicle_year / model_year columns. Age limits for TLC vehicles come from TLC rules, not this chart.

The Corolla Cross first appears in the EPA's listings for model year 2022, so no TLC car can be older. The counts grow from 18 (2022) and 29 (2023) to 54 (2024), 38 (2025) and 55 (2026). Its median model year, 2024, ties it with a handful of the newest models among the top 60, such as the Kia Sportage.

Age is not a concern yet for these cars. TLC's current FHV rules set no fixed retirement age, and every FHV must pass three inspections a year (rule 59A-26(a), chapter 59). See TLC vehicle retirement age and TLC vehicle inspection.

The 2022 Corolla Cross was gas only; the EPA lists the Corolla Cross Hybrid from 2023. So the 76 hybrids should all be among the 176 cars from 2023 or later, about 43% of them. In the EPA listings we checked (2023, 2024 and 2026), every Corolla Cross Hybrid has all-wheel drive.

Note the city number. The hybrid is rated 46 mpg in the city against 31 for the gas FWD model, a bigger gap than on the highway. Stop-and-go city driving is where hybrids gain most, though your real results will not match the EPA test. Per 1,000 miles, the combined ratings work out to about 24 gallons for the hybrid and 31 for the gas FWD. Try your own costs in the lease-vs-buy tool, and see EV vs hybrid for Uber in NYC.

Buying a used one

Because every Corolla Cross Hybrid the EPA lists is all-wheel drive, an FWD Corolla Cross is a gas car. A 2022 Corolla Cross is also gas, since the hybrid only arrived for 2023. Confirm the powertrain with a VIN decode or the window sticker, and get an FHV insurance quote before you buy (FHV insurance requirements).

Plates

New FHV licenses are issued only for approved wheelchair accessible vehicles (TLC). A Corolla Cross can only take over an existing license that is not WAV-restricted: file the transfer within 15 days of registering the car with the DMV, then pass TLC inspection (rule 59A-09(a)). See TLC plates for FHVs.
