Sub-chapter 59C sets equipment specifications for for-hire vehicles, such as in-vehicle camera systems (§59C-01) and distress signal lights for livery vehicles (§59C-03). It began with the 2011 rule book and is still in force.
Livery vehicle without help/distress signal lights
Sub-chapter 59C sets for-hire vehicle equipment specifications. §59C-03(a) requires the owner to equip livery vehicles with a help or distress signal light system of two amber "lollipop" lights. Owners are charged for missing lights under §59A-31(d), which lists $175 and suspension until corrected.
Livery distress signal lights do not meet specifications
Sub-chapter 59C §59C-03(b) gives the technical specifications for livery distress lights: one on the front center and one on the rear bumper left of the plate, 3–4 inches across, amber, 32 candle power, a silent solid-state switch in easy reach, flashing 60–120 times a minute.
