Operating a vehicle for hire without a TLC vehicle license — another spelling of §19-506(B)(1) (Operating a vehicle for hire without a TLC vehicle license).

Old medallion auction rules (code here is a typo)
Old Chapter 10 of the TLC rules covered public auctions of taxicab medallions and had no driver or owner violations. The only code in this family, 10-506(B)(1), was written in 2014 and is almost certainly a mistyped NYC Administrative Code §19-506(b)(1) (unlicensed for-hire activity).
