Old commuter van rules

Old Chapter 9 of the TLC rules covered commuter vans (dollar vans): authority to operate a van service, van driver licenses (§9-08), driver conduct (§9-10) and van operating conditions (§9-11). It was repealed on April 1, 2011. Driver rules moved to Chapter 57 (Commuter Van Drivers); vehicle and service rules moved to Chapter 61 (61A vehicle owners, 61B service owners).

Van service operating without applying for interim TLC authority (1994 changeover)

A service that missed the deadline or failed the requirements had to stop until it got a full TLC authorization.

Commuter van refusal rule — justified-refusal clause cited

Old Rule 9-10(m)(1) is not a duty but a defense: it lets a commuter van driver refuse a passenger carrying an item (other than a mobility aid) that could damage, stain or foul the van. The 2004 penalty schedule nonetheless prints a row for 9-10(m)(1) ($200 and suspension until compliance), the same penalty as the rule on following TLC directives, so this code may have been used for that rule.

Commuter van driver used a phone while driving

Old Rule 9-10(n) barred a commuter van driver from using a telephone (in the 2010 text, any portable or hands-free electronic device) while driving, unless the van was lawfully stopped or parked. A 911-type emergency call was a defense, and drivers found guilty had to take a distracted-driving course.
