Old taxicab broker rules
Old Chapter 5 of the TLC rules governed taxicab brokers — licensed businesses that arrange the sale and financing of taxi medallions — including office procedures (§5-04) and standards of conduct (§5-06). It was repealed on April 1, 2011 and replaced by Chapter 62 (Taxicab Brokers).

§5-04
§5-04A
Broker address change not reported — or City vehicle-license law (unclear)
As a broker rule, old Rule 5-04(a) required a licensed taxicab (medallion) broker to report a change of mailing or office address to the TLC within 72 hours. But these charges (1996–1998) were written mostly against individual drivers, so the code was probably shorthand for NYC Admin. Code §19-504(a), the law that every taxi and for-hire vehicle must have a TLC vehicle license.

Broker didn't cooperate with the TLC or produce records
Old Rule 5-04(d) required a medallion broker to (1) cooperate with law enforcement and TLC representatives, (2) answer TLC questions and directives within 72 hours, (3) answer TLC summonses on the hearing date, and (4) furnish the transaction records the broker must keep (names, prices, deposits, commissions, closing statements) when the TLC asked.

§5-06A
Broker bought a listed medallion without disclosure — or another rule (unclear)
As a broker rule, old Rule 5-06(a) barred a medallion broker from buying, directly or indirectly, any interest in a medallion listed with him or her without first telling the owner in writing. Most of these charges (1995–2008) were written against individual drivers, so the officer may have meant a different rule, possibly Admin. Code §19-506; the code alone can't settle it.

§5-06B
Unlicensed for-hire vehicle operation (City law, written as 5-06B)
This code was used from 1993 to 1999 against hundreds of individual drivers, often next to "506C". It is almost certainly NYC Admin. Code §19-506(b) written short — operating, or letting someone operate, a vehicle for hire without a TLC vehicle license (or beyond what its license allows). The broker rule with the same number (a broker selling a medallion he owns part of without telling the buyer) fits none of these cases.

§5-06C1
Illegal taxi or livery signs or holding out (City law, written as 5-06C1)
Charged in 1997–1998 against individual drivers, usually together with 5-06B, this code most likely means NYC Admin. Code §19-506(c)(1): operating a vehicle marked "taxi," "cab," "livery" or similar, or advertising such a service, without the matching TLC licenses. The broker rule with the same number (delivering a listed medallion to TLC storage within 48 hours) does not fit these drivers.

§5-06C2
Broker operated a medallion left for sale without the owner's consent

§5-06D1
Unlicensed driving (City law) or broker paying out buyer's deposit
Most of these charges were written in 1997–1998 against individual drivers and most likely mean NYC Admin. Code §19-506(d): driving a TLC vehicle for hire without a TLC driver's license. A few (2001–2007) were against brokerages and match old broker Rule 5-06(d)(1): a broker holding a buyer's deposit may not pay it to the seller or anyone else without the buyer's written approval.

It was the broker rule most often charged, usually against brokerage and management companies.

§5-07A
Broker bribery rule — or City mandatory-penalty law (unclear)
As a broker rule, old Rule 5-07(a) barred a medallion broker or its staff from offering or giving any gift or gratuity to TLC staff or any public servant. These 1997–1998 charges were written against individual drivers, one together with an FHV street-hail charge (6-16F), so the officer may have meant NYC Admin. Code §19-507(a), the law on mandatory penalties for drivers.
