Old for-hire vehicle rules (drivers, vehicles and bases)
Old Chapter 6 of the TLC rules covered the whole for-hire vehicle (car service, black car, limousine) industry: bases (§§6-04 to 6-08), vehicle owners (§§6-11 to 6-13), drivers (§§6-14 to 6-17) and personal conduct of all licensees (§6-18). It was repealed on April 1, 2011 and split three ways: drivers went to Chapter 55 (later Chapter 80), vehicle owners to sub-chapter 59A, and bases to sub-chapter 59B. The TLC's 2011 crosswalk maps old 6-xx sections to their new homes.

§6-02A
For-hire license terms rule (exact item not identified)
In the 2004 and 2010 versions of the for-hire rules, Rule 6-02(a) set how long TLC for-hire driver and vehicle licenses last and when renewal applications must be filed; driving or operating after a license expired counted as unlicensed activity. These four charges (1996–1998) went to individuals, sometimes together with unlicensed-vehicle law charges (Admin. Code §19-506(b)/(c)). Because they predate the 2004 text, the exact item cited is not certain.

§6-02A3
For-hire vehicle license term and renewal rule
Old Rule 6-02(a)(3) set the term of a for-hire vehicle license: two years from issue (or from the end of the old license on renewal), with up to 31 extra days at the TLC's discretion. A charge under it most likely meant a vehicle was used after its TLC vehicle license had run out or was renewed late. These five charges (2000–2001) went to individual vehicle owners. Today vehicle licensing rules are in Chapter 59A.
