Old rules for representatives at the TLC tribunal

Old Chapter 7 set standards of conduct for representatives (non-lawyer agents) who appeared for licensees at the TLC's hearing tribunal; §7-03 covered conduct and character. It was repealed on April 1, 2011 and replaced by Chapter 69. Since 2013, TLC hearings are held at OATH, whose own rules govern representatives.
