The Staten Island Bridges Plan (PASI) is a Port Authority E-ZPass discount for the three bridges between Staten Island and New Jersey: the Goethals Bridge, Bayonne Bridge and Outerbridge Crossing. Enrolled cars pay $8.40 per trip, peak or off-peak, if they make at least three Staten Island-bound trips in a calendar month. It is only for non-commercial plates on private E-ZPass accounts, so a TLC driver should check eligibility before relying on it.
The plan in four facts

A simple comparison using those rates: three off-peak trips in a month cost $25.20 under PASI, against $44.37 at the regular off-peak E-ZPass rate.
Why it matters to TLC drivers
If you cross to New Jersey in your personal car with ordinary plates, PASI is built for that. For a TLC vehicle, the Port Authority's wording is the issue: the plan is for "non-commercial plates" and "private E-ZPass accounts." The page doesn't say how it treats for-hire plates. Ask E-ZPass New York (1-800-333-8655) before you enroll a TLC car, and keep their answer in writing. The same caution applies to MTA's Staten Island resident rate on the Verrazzano: MTA lists a Staten Island Resident E-ZPass rate of $4.19 (an effective $2.75 under its rebate program) and says "vehicles used for commercial purposes are not eligible for residency plans." See can I get the Staten Island resident discount on a TLC car?
If you carry a passenger over these bridges, the passenger pays the actual E-ZPass toll charged, under TLC rules; a plan discount doesn't change that rule. Bridge by bridge: Goethals Bridge, Bayonne Bridge. All Port Authority crossings: Port Authority crossings and tolls.
Where you will see this term
On the Port Authority's E-ZPass page under "Port Authority Plans & Discounts," and in the "Discount Plans" rows of the Port Authority toll table, where it is listed as "Staten Island Bridges Plan (PASI)."
Common mix-ups
- PASI is Port Authority, not MTA. The Verrazzano-Narrows is an MTA bridge with its own resident program. Direction rules for Verrazzano trips: the return-toll rule.
- PASI is not Green Pass. The Green Pass plan is for plug-in electric and plug-in hybrid vehicles.
- PASI is not the congestion per-trip charge plan. That is an MTA plan for taxi and FHV trips to, from, within or through Manhattan at or below 60th Street.
- Mounting still matters. Even under PASI, a tag not properly mounted is charged Mid-Tier ($9.78 under the plan).
