TLC's main public office is at 31-00 47th Avenue, 3rd floor, Long Island City, NY 11101. It is open Monday to Friday, 8am to 4pm. Licensing visits are by appointment, booked online, and the phone number you book with must match TLC's records. Settlement requests stop at 1pm and payment-plan requests at 3pm. OATH hearings are not held here, and vehicle inspections are in Woodside, not Long Island City.
All details below are from TLC's Locations and Contact pages, checked October 12, 2026.
Hours by service
Settlements and payment plans by email. You don't have to travel for these. TLC's Contact page lists Settlements@tlc.nyc.gov for pleading guilty before your hearing and PaymentPlans@tlc.nyc.gov for paying fines in installments. If you do go in person, arrive early: a settlement request at 1:30pm is too late for that day.
Which visits need an appointment
TLC's appointment pages list four services that require an appointment at Long Island City:
Most other licensing work does not happen at the counter. TLC's renewal page says it does not accept in-person renewal applications, payments or document submissions. Renewals and fees go through LARS, and uploads go through TLC UP. FHV transfers are handled electronically, according to TLC's transfer page. So for most drivers, a trip to Long Island City means a lost or missing license card or a name change. See lost or stolen TLC license and how long it takes to get a TLC license.
Driver License Replacement: what you leave with
What happens at the counter depends on which state issued your DMV license. TLC's licensed drivers FAQ says:
- New York State DMV license: you get a temporary license, valid for ten business days. The permanent card is mailed later, because TLC now uses your DMV photo. If you are changing your name or photo, go to the DMV first.
- Out-of-state DMV license: the replacement card is issued at the office the same day. Since October 1, 2025, you also need the FS-6T receipt from a NYS DMV office first (TLC's Get a TLC Driver License page).
A card that was mailed but never arrived is handled the same way, but only after you wait ten business days from the mailing date shown in TLC UP. See TLC license not received in the mail.
Medallion and green cab visits
For medallion transactions, TLC's medallion page says to book the "Yellow Cab / Medallion" option and bring the confirmation email. It also warns agents that if the renewal payment was not made in LARS before the appointment, or documents are missing, "you will not be processed" and must book again. Agents can bundle 3 to 6 medallions in one "Medallion Bulk" appointment.
For green cabs, TLC's green cab page says placing an SHL permit in storage is done in person at an SHL appointment. Bring the completed SHL Storage Form, the SHL rate card and a state ID. The permit can't be suspended, revoked or expired, and all fines and fees must be paid first.
How to book (and not get turned away)
If a missing-requirement text says "TLC Photo Needed," TLC's checklist page says to bring your DMV license and application receipt to the Long Island City address to retake your photo. The medical form, by contrast, is uploaded online. See the TLC medical certification form.
Can I just walk in?
For the four licensing services above, no: TLC says you must have an appointment "to be assisted." TLC's pages do not say whether walk-ins are accepted for the cashier, settlement requests or payment-plan requests. They only give the hours. If you plan to go without an appointment for one of those, call the Licensee Information Hotline at (718) 391-5501 first, or use the email routes instead.
What you can't do at Long Island City:
- Renew a license or hand in renewal papers. TLC's renewal page says it does not accept in-person renewal applications, payments or document submissions.
- Have a hearing. Hearings are at OATH.
- Inspect a vehicle or get new decals. That is the Woodside facility, by appointment or referral.
- Fix a DMV problem. Name, photo, license class and DMV tickets are handled by the NYS DMV. TLC then updates its records.
Getting there
From TLC's Locations page:
- 7 train to 33 St–Rawson St (Queens Blvd). Walk toward 31st Street, turn left on 31st Street and walk to 47th Avenue.
- E, M or R train to Queens Plaza. Walk over the bridge toward Van Dam Street, turn right, walk to 47th Avenue and turn right toward 31st Street.
- G train to Court Square. Walk along Jackson Avenue toward Thomson Avenue, turn right, then right again on 31st Street to 47th Avenue.
- Driving: TLC says there is limited free and metered street parking and some private garages nearby.
More about the borough is on our Queens page.
The other TLC addresses
Hearings are run by OATH, not TLC. OATH's in-person locations are in in-person OATH hearing locations. Every TLC inbox by problem is in the TLC contact directory.
Two other services sit at Long Island City. TLC's 2025 Annual Report says drivers can reach the Owner/Driver Resource Center, which offers legal help, mediation, financial counseling referrals and public benefits help, in person at the Long Island City office, by phone or by email. And unlicensed respondents who need to pay a summons or settlement must go to the Settlement unit there, according to TLC's LARS page.
2026 closings
TLC's Contact page says TLC offices and services are closed on these dates:

Frequently asked questions
What are the TLC Long Island City office hours?
Monday to Friday, 8am to 4pm. Licensing appointments and the cashier run 8am–4pm. Prosecution settlement requests are accepted 8am–1pm and payment-plan requests 8am–3pm. Check TLC's Locations page before you go, since hours can change.
Do I need an appointment at TLC in Long Island City?
For licensing transactions, yes. TLC's pages say anyone visiting for medallion transactions, medallion bulk transactions, driver license replacement (lost, stolen, damaged, name change, or out-of-state photo update) or green cab (SHL) transactions must make an appointment. Book online and bring the confirmation email.
Are OATH hearings held at the TLC office?
No. TLC's Locations page says TLC hearings are heard by OATH. Your summons tells you when and where your hearing is.
Why was my TLC appointment not processed?
One common reason TLC gives: the phone number used to book must match the phone number TLC has on file. If it doesn't, the transaction will not be processed. Update your phone in LARS before you book.
Is the TLC office open on holidays?
No. TLC's Contact page lists 2026 closings, including Indigenous Peoples' Day (Oct 12), Election Day (Nov 3), Veterans Day (Nov 11), Thanksgiving (Nov 26) and Christmas (Dec 25), plus New Year's Day on Jan 1, 2027.
Where are TLC vehicle inspections done?
Not in Long Island City. Inspections are at TLC's Woodside facility, 24-55 BQE West, Woodside, NY 11377. Inspection information: (718) 267-4559.
