Short answer: Your car can keep working only until the expiration date on its FHV vehicle license. After that date, the car must stop until TLC approves the renewal, and for a renewal that means the car has passed its TLC inspection. This is true even if you paid and filed on time. The only safe plan is to file at least 30 days early, so the inspection can happen before the old license runs out.
This page is about the vehicle license (your plates and decals). For your own TLC driver license, see can I drive while my TLC license renewal is pending?
What the rules say
- File at least 30 days before expiration. Rule §59A-06(c)(1) says TLC will not finish reviewing an application filed less than 30 days before expiration until after the license expires. It adds: "Licenses are not Valid after the License expiration date until the application for renewal is approved by the Commission."
- The car can't run after expiration until it passes. Rule §59A-04(f)(4): "After the License expiration date, the vehicle must not operate until it passes inspection and meets all other requirements for Licensure."
- You have 120 days and 4 tries to pass the renewal inspection, counted from the first scheduled inspection (§59A-04(f)(1)–(2)).
- Late filing keeps the license expired. You may file up to 60 days after expiration with a $25 late fee, but "the License will remain expired and not Valid" until approved (§59A-06(c)(2)). After 60 days it can't be renewed at all.
- A suspension also stops the car, even with a renewal on file (§59A-06(e)(2)).
TLC's renewal page gives the order: pay your fines, pay the renewal fee in LARS, upload documents in TLC UP, wait for the inspection appointment email, and "once the vehicle passes inspection, the vehicle license will be renewed."
The dates on one line
What happens if the car works anyway
If a base dispatches a car without a valid FHV license, the owner faces $500 for a first offense in 12 months and $1,000 for each later one, plus 1 penalty point each time (§59A-11(a)(1)(iii)). Four points in one license term means revocation, and points from before a renewal carry into the new term (FHV vehicle penalty points).
The base license works differently
Base licenses follow other rules. A base must file at least 60 days before expiration. If it does, TLC extends the base license until it decides (§59B-06(d)). A base cannot file late at all (§59B-06(c)(3)). Vehicle licenses get no automatic extension.
Common situations
- Changing bases at renewal time. You can do both together; see can I change my base while renewing?
- Renewal paid but no email from TLC. TLC's FAQ says to check the email TLC has on file (update it in LARS), ask your base if it got the appointment notice, or call (718) 391-5501.
- Away from NYC near your renewal date. See can I pause my TLC plates while abroad?
- A TLC appeal is open. That is a separate question: can I drive while my TLC appeal is pending?
- Green cab owners have two renewal dates (permit and FHV license); see owning a green cab.

Frequently asked questions
I paid my FHV renewal before it expired. Can the car work after the expiration date?
Not until TLC approves the renewal. Rule 59A-06(c)(1) says licenses are not valid after the expiration date until the renewal is approved, and rule 59A-04(f)(4) says the vehicle must not operate after expiration until it passes inspection and meets all other requirements.
How late can I renew my FHV vehicle license?
Up to 60 days after the expiration date, with a $25 late fee. The license stays expired until TLC approves it. After 60 days it cannot be renewed (59A-06(c)).
What is the fine if the car is dispatched with an expired license?
Rule 59A-11(a)(1)(iii) sets $500 for the first offense in 12 months and $1,000 for later offenses in 12 months, plus 1 penalty point on the vehicle license each time.
Is the base license different?
Yes. If a base files its renewal on time (at least 60 days before expiration), TLC extends the base license until it finishes the review (59B-06(d)). There is no such extension for an FHV vehicle license, and a base cannot renew late at all.
