Short answer: Yes. TLC's Licensed Vehicles FAQ says you "can submit a Transfer Application together with your Vehicle Renewal." The base change costs $25, the new base must sign the transfer form, and the base change itself needs no inspection. Your renewal still needs its normal fee, documents and renewal inspection.
How to do both at once
Steps from TLC's transfers page and renewal page.
Appointment or email? TLC's pages differ
The FAQ answer still says your current base "must request an appointment" at the Long Island City facility to hand in the Transfer Application, and that you tell TLC there that you also want to process your renewal. TLC's transfers page says "For-Hire Vehicle applications no longer require an appointment. All transactions are now processed electronically," and describes the email process above. Follow the transfers page, and if you are unsure, call TLC's Call Center at (718) 391-5501 (listed on the FAQ).
Fees: what you pay for what
| Item | Fee | Source |
|---|---|---|
| Base transfer | $25 | Transfers page; rule §59A-07(f)(1) |
| Renewal fee | $550 non-WAV, $0 WAV | Renewal page |
| Renewal inspection | $75 if 500+ miles | Renewal page |
| Vehicle or plate transfer, if you also change car or plates | $25 each | Transfers page; §59A-07(f)(2)–(5) |
Rule §59A-07(f)(5) says each type of transfer has its own fee, "even if the Vehicle Licensee wants to do several types of vehicle transfer all at one time." All fees are non-refundable. For WAV fees, see do WAV owners pay TLC vehicle license fees?
Things that trip people up
- One base at a time. A vehicle can only be affiliated with one base (§59A-04(i)). The transfer moves it; you don't "add" a second base.
- The inspection email goes to the base too. TLC's renewal page says "You and your base will receive an email" with the inspection appointment. Tell the new base to watch for it.
- Don't let the old affiliation lapse first. If you leave the old base before the transfer is done, the car has no valid base. Sixty or more days without one can lead to revocation for non-use.
- Don't confuse this with a Base Affirmation. That is the base's online confirmation for a brand-new FHV license application (base affirmation).
- Watch the expiration date. The car can't work after expiration until the renewal is approved: can my car work while its renewal is pending?

Frequently asked questions
Can I switch bases during my TLC vehicle renewal?
Yes. TLC's Licensed Vehicles FAQ says you can submit a Transfer Application together with your Vehicle Renewal.
How much is a base transfer?
$25, paid in LARS. TLC says you must pay within 24 hours of its email, or the transfer is not processed. The renewal fee is separate ($550 for a non-WAV, $0 for a WAV).
Do I need an inspection to change bases?
Not for the base change. TLC says the base name is no longer on TLC decals, so a base transfer needs no TLC inspection. Your renewal still needs its own renewal inspection.
Does my new base need to do a Base Affirmation?
A Base Affirmation is part of applying for a new FHV license. For a base transfer, TLC's transfers page says the new base must sign the Transfer Application.
