Yes. A yellow medallion taxi may pick up street hails anywhere in New York City, in all five boroughs. TLC says it directly: "Taxicabs are the only vehicles that have the right to pick up street-hailing and prearranged passengers anywhere in New York City" (TLC Yellow Cab page, read October 12, 2026). Green cabs did not change that.
Why people think yellow cabs are "Manhattan only"
The confusion comes from green cabs. It is easy to see green cabs in the boroughs and yellow cabs in Manhattan and assume the law splits the city. It doesn't. The legal split only limits green cabs:
The definitions in TLC Chapter 51 show the difference. A Taxicab is a yellow vehicle with a medallion "authorized to accept hails", with no area named. A Street Hail Livery is "authorized to accept persons by hail in the Hail Zone". TLC's green cab page says green cabs "may not operate in the Hail Exclusionary Zone". Green cabs were an addition: more cars allowed to take hails outside the Manhattan core. They did not take anything away from yellow cabs.
Where a yellow cab can't cruise
There are a few specific places where a yellow cab must not solicit or cruise for passengers, wherever they are in the city. Rule §80-19(a)(4) lists them: the airports, within 100 feet of a taxi stand, the private streets of Lincoln Center, and any area where taxi cruising is prohibited (TLC Chapter 80). These are about how you look for fares in those places, not about boroughs. See where are taxis not allowed to cruise.
Mandatory destinations: the other side of the rule
Being allowed anywhere comes with a duty to go anywhere. Rule §80-20(a)(1) says a driver "must not refuse by words, gestures or any other means, to take a Passenger … to any destination within the City of New York, the counties of Westchester or Nassau, or Newark Airport." So a yellow cab hailed in Midtown must take the passenger to Canarsie, Riverdale or Tottenville. The rules list 15 justifiable grounds for refusing (§80-20(b)), and the borough of the destination is not one of them. The closest one is about long trips out of the city: after driving more than eight hours in any continuous 24-hour period, you may refuse a trip to Newark Airport, Nassau or Westchester (§80-20(b)(8)). You also must not ask where the passenger is going before they are seated (§80-20(a)(4)), unless you are heading home or to the garage with the trip record entry made; see can I pick up a street hail on my way home.
What the trip data shows
In the 12 months to August 2026, TLC trip records show 45.6 million yellow pickups. About 6.1 million (13%) were outside Manhattan. About 3.0 million of those were at JFK and LaGuardia, which leaves about 3.1 million (7%) in the rest of Queens, Brooklyn, the Bronx and Staten Island. So yellow cabs do work the boroughs, but mostly at the airports. The numbers describe where trips happened, not where cabs are allowed. Earnings and wait times in the boroughs are not in this data.

Frequently asked questions
Can a yellow taxi pick up a street hail in Brooklyn?
Yes. TLC says taxicabs are the only vehicles with the right to pick up street-hailing and prearranged passengers anywhere in New York City. That includes Brooklyn, Queens, the Bronx and Staten Island.
Did green cabs take away the yellow cab's right to work outside Manhattan?
No. Green cabs (street hail liveries) got a new right to take hails in the Hail Zone. No rule limits where yellow cabs may take hails, except the specific no-cruising places in 80-19(a)(4).
Must a yellow cab take a passenger from Manhattan to the Bronx or Staten Island?
Yes. Rule 80-20(a)(1) says a driver must not refuse to take a passenger to any destination in New York City, Westchester, Nassau or Newark Airport, unless there are justifiable grounds listed in the rules.
How many yellow taxi pickups happen outside Manhattan?
About 13% in the year to August 2026: 6.1 million of 45.6 million yellow pickups in TLC trip records. Roughly half of those were at JFK and LaGuardia.
