Yes. In New York City a regular driver license is not enough to drive for Uber or Lyft. You need three things: a TLC Driver License for you, a car with a TLC for-hire vehicle license ("TC" plates), and that car must be affiliated with a TLC-licensed base. The app does not replace any of them.
Outside the city, other rules apply. TLC's driver FAQ points to the state DMV's separate rideshare program for that. Inside New York City, TLC's rules apply. Driving for hire with no TLC license at all is "unlicensed activity" under TLC's rules (§59B-02 defines it as service by any person without a TLC license), and rule 80-11(a) bars licensed drivers from driving while their TLC license is suspended, revoked or expired.
Piece 1: a TLC Driver License
This is the license for you. One TLC Driver License covers app cars, black cars, liveries, green cabs and yellow cabs. TLC's licensing page lists the basics:
- at least 19 years old, with a valid Social Security Number;
- a chauffeur's license: New York Class E (for-hire), or a commercial Class A, B or C. A standard Class D is not enough;
- no more than 5 DMV points in 15 months, and no unpaid DMV or TLC fines.
Then you have 90 days to finish a drug test ($34), fingerprints ($90.25), defensive driving, the 3-day course ($245–$250), WAV training, the exam ($49 per try) and a medical form. The TLC fee is $252. Our step-by-step license guide covers the order that works.
Piece 2: a TLC-licensed car
This is the license for the car. The car needs TLC plates, FHV insurance and regular inspections. You have three realistic options:
- Rent or lease a car that is already licensed. This is the most common path for new drivers. Check the plate on TLC's public list first; see TLC Open Data lookups.
- Drive someone else's licensed car with the owner's agreement. See can someone else drive my TLC vehicle.
- License your own car. Today TLC only accepts new FHV applications for wheelchair accessible vehicles (Get a Vehicle License). A regular sedan or SUV you already own can't get new TLC plates.
Your personal car with ordinary plates is not an option for trips inside New York City. See can I use my personal car for Uber for the penalties.
Piece 3: a base
Every FHV must be affiliated with a licensed base, and a trip may only be dispatched by a licensed base under rule 59A-11(e). Uber and Lyft are licensed as the city's two High-Volume For-Hire Services. App cars are usually affiliated with black car bases that work with them. If you rent, the car's owner arranges the affiliation. See FHV base affiliation.
Which piece are you missing?
What happens if you skip it
Picking up passengers for hire without a TLC license is unlicensed activity. It can bring a city summons, fines and possibly the seizure of the car. Read unlicensed activity and street hails and the §19-506(b)(1) summons page. Even with a TLC license, any pickup that isn't pre-arranged through a base is a separate violation (rule 80-19(c)(1)).

Frequently asked questions
Can I drive for Uber in NYC with a regular Class D license?
No. To drive for hire in New York City you need a TLC Driver License, and to get one you first need a chauffeur's license: New York Class E, or a commercial license (Class A, B or C).
Do I need my own car with TLC plates?
You need to drive a car that has a TLC for-hire vehicle license, but it doesn't have to be yours. Most new drivers rent or lease a car that is already licensed. New FHV licenses are only issued today for wheelchair accessible vehicles.
How long does it take to get a TLC license?
TLC gives you 90 days from your application to finish everything: the drug test, fingerprints, defensive driving course, 3-day course, WAV training, exam and medical form. If anything is missing at day 90, the application is denied and the fee is not refunded.
How many people have TLC driver licenses?
TLC's 2025 Annual Report counted 180,169 driver licenses on December 31, 2025, including 179,670 TLC Driver Licenses. TLC's active driver list showed 180,621 on October 12, 2026.
