In short: Just north of the Bronx, the New York State Thruway charges two small tolls that TLC drivers meet on Westchester trips: Yonkers, $1.25 and New Rochelle, $1.74 with a standard New York E-ZPass. Plate-billed (Tolls by Mail) crossings and other states' tags cost more: $2.19 and $3.05. On a taxi or green cab trip to Westchester, the passenger pays all tolls to and from the destination, on top of the meter and the double-meter charge outside the city.
Current rates
The Yonkers toll is on the Thruway (I-87) and the New Rochelle toll on the New England Thruway (I-95), both in lower Westchester. Like every Thruway toll point today, they are cashless: "License plate transactions receive the Tolls by Mail rate," and E-ZPass NY customers "can save up to 75 percent off toll rates in New York" (Thruway cashless tolling). The Thruway's gantry rate chart puts "Non New York E-Zpass/Tolls By Mail customers" in one table, so a tag from another state pays the same as a mailed bill: $2.19 at Yonkers and $3.05 at New Rochelle. The same chart lists proposed rates from January 1, 2027 (toll schedules).
These are small amounts next to the city's bridges: the Henry Hudson Bridge is $3.42 and the RFK, Whitestone and Throgs Neck are $7.46 each with a New York E-ZPass (MTA, from January 4, 2026).
The commuter plans and TLC cars
Rules from the Thruway discount plans page:
- The plan applies to all tags on the account.
- The account must be in good standing and the tag properly mounted.
- The vehicle cannot be used for commercial purposes.
- If you take fewer trips than the minimum, you are charged the commuter rate for each missing trip.
The Thruway does not say how it treats TLC-licensed cars. A car used for paid trips may be treated as commercial, so call E-ZPass New York (1-800-333-8655) before you enroll a TLC vehicle. With a 35-trip minimum at Yonkers, the plan only pays off for someone who crosses there almost every day; for most TLC drivers it is more useful on a personal car used to commute.
Westchester taxi fares and these tolls
For a yellow taxi or green cab, §58-26(c)(2) makes a Westchester (or Nassau) fare the sum of:
- the meter for the part of the trip inside the city,
- twice the meter for the part outside the city,
- all necessary tolls to and from the destination, and
- the MTA tax.
The meter should show "Rate #04 – Out of City Rate to Nassau or Westchester" once you pass the city line (TLC taxi fare). §80-17(f)(2) adds three duties: keep the meter recording ($100 fine), explain before the trip how the charges work "including the payment of tolls both to and from the destination," and tell the passenger when you cross the city line ($25 fine for each of the last two). The passenger "is also responsible for all necessary tolls charged for both going to the destination and for the Driver's return to the City."
How to add the tolls: count every toll your route charges going to the destination, and any toll you need to get back into the city. Example: Upper Manhattan over the Henry Hudson Bridge ($3.42) and past the Yonkers gantry ($1.25) is $4.67 going. On the way back, a Yonkers toll counts if your route back to the city line is charged there. The Henry Hudson back into Manhattan is a different matter: you are already back in the city once you cross into the Bronx, so the rule does not clearly cover it. The Thruway pages we read do not say which directions Yonkers and New Rochelle charge, so check your route on the Thruway toll calculator or your E-ZPass statement, and charge only the tolls your tag actually pays.
Who pays on each kind of TLC trip
| You drive | Who pays the Thruway tolls on a Westchester trip |
|---|---|
| Yellow taxi or green cab | Passenger, to and from the destination (§58-26(c)(2); §80-17(f)(2)) |
| Livery, black car or other FHV | Passenger, all necessary tolls to and from the destination (§59A-23(b)(2)) |
| Uber or Lyft | The company must repay tolls you paid during the dispatched trip (§59D-17(c)); the return is after the trip, so check the app's policy |
Charging more than the actual E-ZPass amount is an overcharge (§58-26(f)(3)). If you agreed a flat rate for a trip outside the city (allowed for destinations other than Westchester, Nassau and Newark), the tolls still go on top: see §80-17(f)(1).
