299 Mitsubishi Outlanders held TLC licenses on October 12, 2026, all as for-hire vehicles (FHVs). That is 0.26% of the fleet and 45th place among models. It is the only Mitsubishi in TLC's top 60.
On TLC plates the Outlander is almost all gas (94.3%). A small group of 11 are plug-in hybrids (PHEVs), cars you can charge and drive a short distance on electricity. And its model years have a hole: just one car from 2021.
Method in brief
TLC's FHV list and medallion list have VINs but no model names. TLC Help decoded the VINs with NHTSA's vPIC decoder. vPIC reports a model family and a fuel type, which may be wrong for a few model years. The counts change daily.
Model years, and the missing 2021
Two years carry the fleet: 2024 (76 cars) and 2022 (66). Together they are 47.5% of all TLC Outlanders. Model year 2020 adds 38.
Model year 2021 has only 1 car. The likely reason is on the supply side: the EPA's fuel economy listings show gas Outlanders for 2020 and 2022 but only the Outlander PHEV for 2021. The same 2021 listings also include the smaller Outlander Sport as a separate model. So if a seller offers a "2021 Outlander", check whether it is the plug-in or an Outlander Sport before you compare prices.
At 3.7%, the share of Outlanders from 2016 or older is well under the roughly 10% for all FHVs.
Gas, plug-in and mild hybrid
For model year 2024, the EPA rates the gas Outlander 2WD at 27 mpg combined and the 4WD at 26 (EPA). The Outlander PHEV is rated for 38 miles on electricity, 64 MPGe (miles-per-gallon equivalent) when running on battery, and 26 mpg once the battery is used up (EPA).
That last number matters for TLC work. A plug-in only saves money if you charge it often. Across a long shift, most miles may be on gas, where the PHEV is rated about the same as the gas model. Read NYC EV charging for TLC drivers before choosing one, and compare with the Toyota RAV4 Prime, the most common plug-in hybrid on TLC plates.
The 6 "mild hybrid" cars are vPIC's label. A mild hybrid uses a small electric motor to help the gas engine and cannot drive on electricity alone.
Base types
297 Outlanders are at black car bases, the base type used for app trips, and 2 at livery bases. None are at luxury limousine bases, none are yellow taxis, and none are marked wheelchair accessible.
Plates and inspection
New FHV licenses go only to approved wheelchair accessible vehicles (TLC). An Outlander can only join the fleet on an existing license that isn't WAV-restricted, through a vehicle transfer filed within 15 days of DMV registration and approved after inspection (rule 59A-09(a), chapter 59). Many owners also use the car at home. TLC's vehicle license FAQ says anyone with a valid state driver license may drive a TLC-licensed car for personal use, but a TLC inspector or police officer can stop it if they think it is being used for hire. See TLC plates for FHVs, TLC vehicle inspection and TLC vehicle retirement age.
The Hyundai Tucson and Kia Sportage are similar in size but far more hybrid. See also the Lincoln Corsair, Ford Explorer and TLC fleet by make and model.

Data on this page
Aggregates of public data. They describe trips and vehicles, never individual people.
TLC's vehicle lists have no make/model column, so TLC Help decoded the VIN of every licensed vehicle with NHTSA's vPIC decoder (one representative VIN per manufacturer + model-descriptor + model-year pattern) and published only counts. 5 of 115,081 vehicles (0%) could not be decoded to a model and are left out. vPIC sometimes reports trim-family names (e.g. 'RX' not 'RX 350h'); powertrain comes from vPIC's electrification/fuel fields and may misclassify a few model years. Snapshot lists change daily.

Frequently asked questions
How many Mitsubishi Outlanders are licensed by the TLC?
299 on October 12, 2026, all for-hire vehicles and none as yellow taxis, or 0.26% of TLC vehicles. TLC Help counted them by decoding VINs with NHTSA's vPIC decoder.
Are there plug-in hybrid Outlanders on TLC plates?
Yes, but few: 11 decode as plug-in hybrid and 6 as mild hybrid. The other 282 (94.3%) decode as gas.
Why is there only one 2021 Outlander?
The EPA's fuel economy list has no gas Outlander for model year 2021, only the Outlander PHEV, while it lists gas versions for 2020 and 2022. That fits the gap between 38 cars from 2020 and 66 from 2022.
What mileage does an Outlander PHEV get on electricity?
The EPA rates the 2024 Outlander PHEV at 38 miles of electric range and 26 mpg combined when running on gas. Real results depend on charging and driving.
