East Harlem South (TLC zone 75) is where the green cab hail line shows up in the data. By our check, the zone begins at about East 96th Street and lies just north of it, so green cabs may take hails here. They picked up 67,573 riders in the 12 months to August 2026, the second most of any NYC zone. In Yorkville West, just across 96th Street, green cabs had 671 pickups. Counting every sector, zone 75 had 1,975,909 pickups, about 5,413 a day.

East Harlem South at a glance
Zone 75 has six neighbors on TLC's map: East Harlem North (74), Central Harlem (41), Central Park (43), and three zones south of 96th Street: Upper East Side North (236), Yorkville West (263) and Yorkville East (262). Its "Boro Zone" label in TLC's lookup is only a data category.
The rule behind the gap is in TLC's Chapter 51 (Hail Exclusionary Zone) and Chapter 80, §80-19(b): south of East 96th Street a green cab may not solicit passengers or begin a pre-arranged trip. North of it, a green cab may take hails and base trips. The trip records give only the zone, so they can't show how a given trip started.

Charges and stands
- NYS congestion surcharge: it covers Manhattan south of and excluding 96th Street (NYS Tax). This zone is north of the line, so only trips that end in or pass through the area to the south pay it.
- For-hire drivers: every pickup needs a pre-arranged trip (80-19(c)(1)). Cross 96th Street southbound and the higher 80-19(c)(2) penalties apply to illegal pickups.
- Stands: DOT's relief-stand and parking-sign data list no relief stand or taxi-stand sign in this zone. Nearby relief stands in its data include a 1-space stand on East 116th Street in East Harlem North and stands on East 87th and East 89th Streets in Yorkville West.

Aggregated by TLC Help from TLC trip records, Sep 2025 – Aug 2026 (pickup date; TLC publishes trip files about two months after the month ends and may revise them). 'App' = high-volume for-hire services (Uber, Lyft). Taxi records with a negative fare (reversals) are excluded. Averages, medians and rates use 'clean' trips only: 1 minute to 4 hours, more than 0 and under 150 miles, fare above $0 and under $1,000. 'Fare' is the metered fare_amount for taxis and base_passenger_fare for app trips — before tolls, tips, taxes and surcharges — so it is not what the passenger paid in total. App driver_pay is TLC's 'total driver pay (not including tolls or tips and net of commission, surcharges, or taxes)'. Tips are separate. 'Per engaged hour' divides pay by passenger time only (pickup to drop-off). It leaves out time driving to pickups and waiting for requests, so real hourly earnings are lower; it is not the TLC minimum-pay formula. Monthly cells with 1–9 trips are shown as blank (null). Pairs with fewer than 10 trips are not listed.
