Chapter 82 holds the rules for owners of street hail liveries (green 'Boro Taxis') that may pick up street hails outside the Manhattan core and at no airport: licensing, vehicle condition and equipment, technology systems and hail zones. It was created in 2012 with the street hail livery program and is still in force. SHL drivers follow Chapter 80 (Chapter 54 before October 2016).
Owning an interest in more than the allowed number of SHL licenses
A person or company may own or have an interest in only one Street Hail Livery license, or up to five if all are restricted to wheelchair-accessible vehicles. Interests held through partners, officers, shareholders and related companies count. This summons is for exceeding that limit.
Section 82-09(f) lists when TLC revokes a Street Hail Livery license for "non-use": 30 or more days without a base affiliation, 60 or more days without insurance, or 60 or more days without meeting inspection requirements. This summons cites the whole subdivision without saying which of the three applies; the summons narrative should say which one.
Green cab license revoked for non-use: no insurance for 60+ days
A Street Hail Livery license is revoked for "non-use" if the license holder goes 60 days or more without the liability insurance required by §82-14. This summons starts that revocation case against the owner of a green cab whose insurance lapsed. The rule has no fine box; the consequence it states is revocation.
Green cab license revoked for non-use: no inspection for 60+ days
TLC revokes a Street Hail Livery license for "non-use" when the license holder goes 60 days or more without meeting the inspection requirements of §82-30. This charge is how TLC brings that revocation case against the owner of a green cab that stopped showing up for inspection. The rule has no fine box; the consequence it states is revocation of the license.
Green cab rate card altered or shows wrong information
A Street Hail Livery license holder must not change, mark, cross out or make unauthorized entries on the vehicle's rate card, or display a rate card with wrong information.
Fine (published)
$50 if you plead guilty before a hearing; $100 if found guilty following a hearing. Appearance not required.
Lost or stolen SHL license or rate card not reported within 48 hours
If a Street Hail Livery license or rate card is lost, stolen or destroyed, the license holder must notify both TLC and the police within 48 hours (not counting weekends and holidays). This summons is for a late or missing report.
Fine (published)
$200 (for 82-11(d)(1)–(2)). Appearance not required.
SHL license, decal or rate card not surrendered when required
A Street Hail Livery license holder must surrender the license, decal and rate card to TLC within 48 hours of a suspension, revocation, expiration or denied renewal; before selling the vehicle; or before taking it out of service for 30 days or more. The last vehicle must also be brought in to confirm the decal, meter and technology system were removed.
Fine (published)
$200 if you plead guilty before a hearing; $300 if found guilty following a hearing. Appearance required.
SHL license not surrendered within 48 hours of suspension or revocation
A Street Hail Livery license holder must surrender the license, decal and rate card to TLC within 48 hours of notice that the license was suspended, revoked, expired without renewal, or that renewal was denied. This summons is for keeping them past that deadline.
Fine (published)
$200 if you plead guilty before a hearing; $300 if found guilty following a hearing (for 82-11(f)). Appearance required.
Green cab operated for hire without a valid vehicle license
When a Street Hail Livery is operating for hire, the license holder must make sure it is being used with a vehicle that has a valid TLC license. This summons is for operating with an unlicensed or unauthorized vehicle.
Fine (published)
$300 and/or suspension up to 30 days. Appearance required.
Green cab dispatched without "T&LC" license plates
A Street Hail Livery may be dispatched only if it has New York State license plates embossed with "T & LC" (the TLC plates). This summons goes to the SHL license holder when the car was working with regular or other plates.
Fine (published)
$350 and suspension until compliance. Appearance not required.
Green cab dispatched while its SHL license was not valid
A Street Hail Livery license holder must not let the vehicle be dispatched unless the SHL license is valid (not expired, suspended or revoked). It is a defense if TLC's website listed the vehicle as valid to operate as an SHL at the time.
Fine (published)
$1,500 for the first offense; $2,000 for the second and subsequent offenses within 36 months (2015 and later rule books). The 2012 rule book set $500 for the first offense in 12 months and $1,000 for later offenses within 12 months. Appearance not required.
Advertising as a taxi or SHL without a valid SHL license
Someone who does not hold a valid Street Hail Livery license must not present themselves to the public as offering hail service or as a "taxi," "Street Hail Livery," "taxicab" or "hack" service. This summons covers signs, markings or offers that make an unlicensed vehicle look like a hail cab.
Fine (published)
$1,500 and/or suspension up to 30 days. Appearance required.
Green cab operated without a valid NYS registration
A Street Hail Livery may operate only while its New York State vehicle registration is valid. Operating without a valid registration is treated the same as operating without a valid SHL license, and the SHL license will be suspended.
Fine (published)
$100–$350 and/or suspension up to 30 days; suspension until compliance. Appearance required.
Green cab operated by a driver not licensed to drive an SHL
A Street Hail Livery may not be operated for hire unless the driver has a valid TLC driver license that allows driving an SHL. This summons goes to the SHL license holder. It is a defense if TLC's website listed the driver as authorized to drive an SHL at the time.
Fine (published)
$1,500 for the first offense; $2,000 for the second and subsequent offenses within 36 months (2015 and later rule books). The 2012 rule book set $400 and/or suspension up to 30 days. Appearance required.
Green cab driver had no valid NYS chauffeur's license
A driver must not operate a Street Hail Livery without a valid New York State chauffeur's license, and the SHL license holder is responsible for knowing the status of each driver's state license. This summons goes to the owner when a driver's DMV license was not valid for commercial passenger driving.
SHL license not surrendered after the car's NYS registration lapsed
A Street Hail Livery license is valid only while the vehicle's New York State registration is valid. If the registration expires or is restricted, suspended or revoked, the owner must immediately surrender the SHL license to TLC. Operating without a valid registration leads to summary suspension.
Fine (published)
$400 and suspension until compliance. Appearance required.
A Street Hail Livery must be affiliated with a validly licensed Street Hail Livery base at all times, and must be dispatched from that base (except prearranged trips where the dispatching base tells the customer the car is from another base). This summons is for operating while unaffiliated or dispatched from the wrong base.
Fine (published)
$100 per day for each day unaffiliated, beginning 7 days after the vehicle first becomes unaffiliated, and suspension. Appearance not required.
Green cab took a street hail inside the no-hail zone
A Street Hail Livery (green "Boro Taxi") may pick up street hails only in the Hail Zone: not in Manhattan south of East 96th and West 110th Streets and not at the airports. This rule makes the SHL license holder responsible for making sure drivers follow the zone. A driver's hail pickup in the excluded zone counts as evidence the owner did not try in good faith to prevent it.
Fine (published)
$500 and suspension for the first violation; $750 and suspension up to 30 days for a second within 24 months; revocation for a third within 120 months. Appearance required.
Green cab owner blamed for a driver's hail pickup in the no-hail zone
This paragraph says that a finding that a green cab driver took a street hail in the Hail Exclusionary Zone (lower Manhattan or the airports) is evidence the SHL license holder failed to make a good faith effort to stop it. It also lets TLC seize an SHL when there is probable cause the driver is looking for hails in that zone. It shares the penalty of (a)(1).
Fine (published)
$500 and suspension for the first violation; $750 and suspension up to 30 days for a second within 24 months; revocation for a third within 120 months. Appearance required.
Green cab took a prearranged trip starting in lower Manhattan
A Street Hail Livery may not accept a prearranged (base-dispatched) trip that begins in the Pre-Arranged Exclusionary Zone, which is Manhattan south of East 96th and West 110th Streets. Prearranged trips starting at the NYC airports are allowed, and paratransit and MTA disability trips do not count. The SHL license holder must make sure drivers follow this.
Subdivision 82-14(a) requires a Street Hail Livery to be covered by liability insurance that meets New York State law, and the owner to keep all other insurance required by law. This summons cites the subdivision without a paragraph.
Fine (published)
$150–$350 and/or suspension up to 30 days. Appearance required.
Green cab did not carry required liability insurance
A Street Hail Livery must be covered by liability insurance (a bond or policy) that fully meets the New York State Vehicle and Traffic Law and Insurance Law. This summons goes to the SHL license holder for a lapse or gap in coverage.
Fine (published)
$150–$350 and/or suspension up to 30 days (for 82-14(a)). Appearance required.
Fraud, misrepresentation or theft by a green cab owner
While acting as a Street Hail Livery license holder, the owner must not commit or attempt fraud, misrepresentation or theft, alone or with others. Examples include false documents or overcharging schemes connected to the license.
Fine (published)
$350–$1,000 and suspension up to 60 days or revocation. Appearance required.
Green cab owner deliberately failed to do something the public needed
While acting as a Street Hail Livery license holder, the owner must not deliberately fail to do something when that failure is against the best interests of the public, even if no specific rule mentions it. The summons narrative should describe what was not done.
Fine (published)
$150–$350 and/or suspension up to 30 days or revocation. Appearance required.
Green cab owner deliberately acted against the public interest
While acting as a Street Hail Livery license holder, the owner must not deliberately do, or try to do, anything against the best interests of the public, even if no specific rule mentions it. This is a broad conduct rule; the summons narrative should describe the act.
Fine (published)
$150–$350 and suspension up to 30 days or revocation. Appearance required.
Green cab owner did not answer or obey a TLC directive
A Street Hail Livery license holder must promptly answer all questions and follow all communications, directives and summonses from TLC or the NYC Department of Investigation, within the time stated in the notice. This summons usually follows an ignored letter, records request or order to appear. The license can stay suspended until the owner complies.
Fine (published)
$300 and suspension until compliance. Appearance required.
Green cab owner did not produce licenses or documents TLC asked for
After TLC asks for them, a Street Hail Livery license holder must produce any licenses or other documents the owner is required to keep. The deadline was ten days in the 2016 rule book and is five business days in the current one. The license can be suspended until the documents are produced.
Fine (published)
$300 and suspension until compliance. Appearance required.
Green cab owner did not respond to TLC within 48 hours
A Street Hail Livery license holder must respond to any contact from TLC within 48 hours, seven days a week. This summons is for not getting back to TLC in time, for example after a call or message about a vehicle or driver.
Green cab owner did not follow TLC rules, specifications or laws (general)
This is the catch-all duty for Street Hail Livery license holders: follow TLC's SHL specifications, the SHL marking specifications, the Administrative Code and every other law or rule that applies to SHL owners. Inspectors cite it when a problem is not covered by a more specific rule. The summons narrative should say what was wrong.
Fine (published)
$200 if you plead guilty before a hearing; $300 if found guilty following a hearing. Appearance not required.
Using false credentials to avoid a green cab inspection
A Street Hail Livery license holder must not try to avoid inspection of a licensed vehicle by using false credentials to disguise one vehicle as another, or by any other unlawful means. This is one of the most serious owner charges in Chapter 82.
Fine (published)
Up to $10,000 per SHL implicated, plus mandatory divestiture of the SHL license. Appearance required.
Street Hail Livery Improvement Fund surcharge violation
Subdivision 82-17(g) covers the Street Hail Livery Improvement Surcharge on green cab hail trips and its payment into the city fund that supports wheelchair-accessible service. This summons cites the subdivision without a paragraph; in 2017–2018 it usually meant the owner had not paid the surcharges into the fund on time.
Fine (published)
$1,000 for 82-17(g)(1)–(3) (2018 rule book). Appearance required.
Green cab owner did not pay surcharge remitted by drivers into SHL fund
In the rule book in force when these summonses were written (2017–2018), this paragraph required the Street Hail Livery license holder to pay the Street Hail Livery Improvement Surcharge collected by the driver on each hail trip into the Street Hail Livery Improvement Fund. Today the paragraph puts that remitting duty on the technology system or e-hail provider.
Fine (published)
$1,000 for 82-17(g)(1)–(3) (2018 rule book). Appearance required.
Green cab owner did not pay surcharge into SHL fund (typo) — another spelling of §82-17(G)(1) (Green cab owner did not pay surcharge remitted by drivers into SHL fund).
Green cab owner did not pay the SHL Improvement Surcharge as required
Every street-hail trip in a green cab carries a Street Hail Livery Improvement Surcharge that goes into a city fund for wheelchair-accessible service. From 2015 to about 2019 this paragraph said the SHL license holder must pay that surcharge into the fund at the time and in the way TLC requires; most of these summonses were written then. The current rule book reuses (g)(2) for the WAV driver incentive payment made by the technology provider.
Fine (published)
$1,000 (rule book 2016–2019, for 82-17(g)(1)–(3)); the current rule book lists $1,000 and suspension until compliance for 82-17(g)(1)–(5). Appearance required.
Green cab owner did not keep a working email address on file with TLC
Every Street Hail Livery license holder must designate an email address and have a working email address at all times, because TLC sends many notices by email. This summons is for not having one on file or having one that does not work. It is grouped with the other contact-information duties in §82-23(a)(1)–(6).
Two green cab owner charges written together: email and TLC directive
This entry joins two Chapter 82 codes with no space. 82-23(a)(2) requires a Street Hail Livery owner to keep a working email address on file with TLC. 82-16(j)(1) requires the owner to answer TLC questions and obey its directives on time. Read each part as a separate charge; both are owner record-keeping and cooperation duties.
Green cab owner had no 24-hour phone contact on file with TLC
A Street Hail Livery license holder must keep on file with TLC a current phone number with an answering machine, voice mailbox, answering service or similar, plus an email address, so TLC can reach the owner around the clock. This summons is for missing or out-of-date contact details.
Every Street Hail Livery license holder must take part in the E-ZPass New York program by keeping a current account with MTA Bridges and Tunnels, either directly or through the affiliated base. This summons is for having no current account.
Fine (published)
$100 and suspension until compliance. Appearance required.
Green cab had no E-ZPass tag or not enough balance
A Street Hail Livery must have an MTA E-ZPass tag available (the vehicle's own tag, or the driver may use a personal one), and the owner must keep enough balance in the account. This summons is for a missing tag or an underfunded account.
Fine (published)
$100 and suspension until compliance. Appearance required.
Passenger's lost property not taken to the green cab's base
Lost property left by a passenger in a Street Hail Livery must be taken without delay to the vehicle's base, unless it can be returned to its owner within a reasonable time. This summons is for not turning in lost property.
Green cab (SHL) missed its six-month TLC inspection
A Street Hail Livery (green "Boro Taxi") owner must bring the vehicle to the TLC inspection facility every six months, on the date TLC sets. This summons goes to the SHL license holder when the inspection is late or missed. The license is suspended until the car passes, and the penalty grows the longer the inspection is overdue.
Fine (published)
Cumulative: 0–30 days past due $100 and suspension until compliance; 31–60 days $100–$250 and suspension until compliance; 61–120 days $250–$500 and suspension until compliance; more than 120 days $500 and/or revocation. Appearance required.
Green cab equipment (brakes, tires, lights) not in good working order
While a Street Hail Livery is operating, all equipment, including brakes, tires, lights and signals, must work properly and meet the NYS Vehicle and Traffic Law and TLC rules. This summons is usually written after an inspector finds a defect on the street or at the inspection facility, and goes to the SHL license holder.
Fine (published)
$150 if you plead guilty before a hearing; $200 if found guilty following a hearing. Appearance not required.
Green cab owner did not fix a defect TLC ordered corrected
When TLC issues a notice or directive to fix a defect in a Street Hail Livery, the license holder must make the repair. This summons is for not complying. The license stays suspended until the defect is corrected, so the usual way out is to repair the car and bring proof that the condition was corrected.
Fine (published)
$50 and suspension until the defective condition is corrected. Appearance not required.
The exterior and interior of a Street Hail Livery must be clean. Inspectors write this summons to the SHL license holder for a dirty vehicle, for example trash, stains or heavy dirt in the passenger area or on the body.
Fine (published)
$50 if you plead guilty before a hearing; $75 if found guilty following a hearing. Appearance not required.
Green cab seat belts hidden, unreachable or broken
All seat belts and shoulder belts in a Street Hail Livery must be clearly visible, reachable by passengers, and in good working order. This summons is for belts tucked under the seat, missing buckles or belts that do not latch.
Green cab missing "T&LC" license plates (vanity plates not allowed)
A Street Hail Livery must have New York State license plates embossed with "T & LC"; vanity plates are not allowed. The rule book applies the penalties of §82-12(b) to this violation.
Fine (published)
See §82-12(b) penalties (plates: $350 and suspension until compliance, 1 penalty point). Appearance not required.
Green cab license number on roof light dirty or blocked
The license number shown on the front and rear of a Street Hail Livery's roof light must be clean and unobstructed so it can be plainly seen. This summons is for a number that is covered, dirty, missing or hard to read.
Fine (published)
$50 if you plead guilty before a hearing; $75 if found guilty following a hearing. Appearance not required.
Driver's license not lit for passengers after sunset (green cab)
When a Street Hail Livery is working after sunset, the driver's TLC license displayed in the vehicle must be lit so passengers in the back seat can clearly see it. This summons is for a license that was not illuminated.
Fine (published)
$200. Appearance required. (The 2012–2016 rule books add: notice to correct within 10 days.)
Rate card not lit for passengers after sunset (green cab)
When a Street Hail Livery is working after sunset, the rate card must be lit so passengers in the back seat can clearly see it. This summons is for a rate card that was not illuminated.
Fine (published)
$200. Appearance required. (The 2012–2016 rule books add: notice to correct within 10 days.)
Section 82-33 covers the outside and inside markings of a Street Hail Livery: required decals, insignia, approved emblems, base signs, color, registration and inspection stickers, Braille plaques and advertising limits. This summons cites the section without a subsection, so the summons narrative should say which marking was wrong.
Green cab missing approved exterior decals or insignia
A Street Hail Livery must carry TLC-approved exterior markings: two SHL logo decals, two rate-of-fare decals and two license-number decals, bought from an authorized printer, plus accessible-vehicle or clean-air insignia where they apply. This summons is for missing or unapproved markings.
Green cab missing SHL logo, rate or license-number decals
Paragraph (1) requires two Street Hail Livery logo decals, two rate-of-fare decals and two license-number decals on the outside of every green cab. This summons is for one or more of those required decals missing.
Accessible green cab missing TLC accessible-vehicle insignia
Wheelchair-accessible Street Hail Liveries must carry the accessible-vehicle insignia in the design TLC provides. Item (3)(i) refers to that TLC-provided design; (3)(ii) says where it goes (on the C- or D-pillars on both sides). This summons is for a missing or non-approved insignia.
Clean-air green cab insignia missing or in the wrong place
A Street Hail Livery that qualifies as a clean-air vehicle must show the TLC clean-air insignia on the outside C-pillars (sedan or SUV) or D-pillars (minivan), on both sides, where passengers can see it when getting in. This summons is for an insignia that is missing or placed wrong.
Green cab base sign does not meet TLC specifications
A Street Hail Livery may show its affiliated base's name, license number and phone number on the outside, but only in the sizes, places and contrasting colors the rule specifies, using semi-permanent decals. This summons is for a base sign that does not follow those specifications.
Unauthorized lettering or advertising on outside of green cab
Nothing may be displayed on the outside of a Street Hail Livery, including windows and accessories, except markings TLC permits and advertising authorized on the rate card with a TLC license. This summons is for unapproved signs, stickers, lettering or ads.
Green cab exterior advertising not authorized on rate card
Exterior advertising on a Street Hail Livery is allowed only if it is authorized on the vehicle's rate card and the owner has obtained a TLC license for it. This summons is for outside advertising that lacked that authorization.
The decals and inscriptions a Street Hail Livery must carry (logo, rate-of-fare and license-number decals and others) must be kept in good condition. This summons is for peeling, faded, damaged or partly missing markings.
Green cab raised-lettering complaint plaque missing or misplaced
Every Street Hail Livery needs a raised-lettering plaque showing the license number, "COMPLAINTS" and "311," permanently attached to the back of the front passenger seat or partition, not more than six inches below the clear part of the partition. This summons is for a plaque that is missing or not in that spot.
Fine (published)
$100; no penalty for a missing plaque if corrected within 48 hours (for 82-33(g)(2)).
A valid New York State DMV registration sticker must be attached to the left front windshield of a Street Hail Livery where it can be plainly seen. This summons is for a missing, expired or hidden registration sticker.
Green cab DMV inspection sticker missing or close to expiring

Fine (published)
$100 and suspension of the SHL license until any defect found is corrected. Appearance required.
Required item missing from green cab: driver license or SHL license
Section 82-34(a) lists items that must be in a Street Hail Livery while it works. Paragraph (1) was the driver's TLC license in the license frame in the 2015–2016 rule book; since about 2017 it is the Street Hail Livery License itself. This summons goes to the owner for the missing item.
Fine (published)
$25 for each item not in the vehicle, not to exceed $75 in total (for 82-34(a)(1)–(4)). Appearance not required.
Required item missing from green cab: SHL license (2015–16)
Section 82-34(a) lists items that must be in a Street Hail Livery while it works. When these summonses were written (2015–2016), paragraph (2) was the Street Hail Livery License; in the current rule book it is the rate card in the driver's license frame.
Fine (published)
$25 for each item not in the vehicle, not to exceed $75 in total (for 82-34(a)(1)–(4)). Appearance not required.
Required item missing from green cab: rate card or insurance card
Section 82-34(a) lists items that must be in a Street Hail Livery while it works. Paragraph (3) was the rate card in the driver's license frame in the 2015–2016 rule book; since about 2017 it is the insurance card or a copy (unless the owner is self-insured and notes it on the rate card). The missing item should be named on the summons.
Fine (published)
$25 for each item not in the vehicle, not to exceed $75 in total (for 82-34(a)(1)–(4)). Appearance not required.
Green cab roof light not controlled by the meter, or tampered with
A Street Hail Livery's roof light must be controlled automatically by the taximeter: lit only when the meter is off (cab available) and dark when the meter is recording, off duty or detached. The license holder must not tamper with the roof light. This summons is for a roof light that does not follow the meter.
Fine (published)
$50–$350 and/or suspension up to 30 days. Appearance required.
Each Street Hail Livery must have working heat and air conditioning; with a partition, the air conditioning must reach the rear passenger area. The 2016 rule book set $50 per day, with a 10-day notice to correct where a system was installed but malfunctioning; the current box lists $50.
Fine (published)

Green cab missing working distress (help) signal light
A Street Hail Livery must be equipped with a help or distress signal light system that meets TLC's hack-up specifications, so a driver in trouble can signal for help. This summons is for a missing or non-working system.
Fine (published)
$175 and suspension until the condition is corrected; a condition-corrected form from TLC Safety and Emissions is required. Appearance not required.

When a Street Hail Livery installs or must replace an in-vehicle camera system (IVCS), the camera must meet TLC specifications, be installed and maintained by an authorized installer or taximeter business, and be working. This summons is for a camera that is not approved, not properly installed or not working.
Fine (published)
$350 if you plead guilty before a hearing and supply a condition-corrected form from TLC Safety and Emissions; $450 if found guilty following a hearing; suspension until corrected. Appearance not required.

A Street Hail Livery with an in-vehicle camera must display a decal on each rear passenger window, visible from outside, reading "This vehicle is equipped with camera security. YOU WILL BE PHOTOGRAPHED." This summons is for missing decals.
Green cab tire size does not match the meter calibration
A Street Hail Livery's taximeter is calibrated for a certain tire size, shown on the rate card. The tires on the car must be that size, because a different size changes how the meter measures distance. This summons is for a mismatch.
Green cab meter wiring has splices or extra connectors
The wiring harness from a Street Hail Livery's taximeter to the speed sensor must be one piece, with no connectors, splices, "Y" connections or interruptions of any kind, to prevent meter manipulation. This summons is for wiring that does not meet that standard.
A Street Hail Livery's taximeter must compute the TLC fare accurately. This penalty applies when a test finds the meter at least 5% but less than 10% off in measuring distance (264 to 528 feet per mile), or more than 5% but less than 10% off in measuring time.
Green cab taximeter 10% or more inaccurate (first violation)
A Street Hail Livery's taximeter must compute the TLC fare accurately. This penalty applies the first time a test finds the meter at least 10% off in measuring distance (528 feet or more per mile) or time. A second such finding within 36 months is penalized under (b)(4).
Green cab taximeter defect or unauthorized meter repair
Section 82-39 says a Street Hail Livery must not operate with a defective or improperly installed taximeter, that a defective meter must be repaired or replaced and recertified at a licensed taximeter business, and that only licensed shops may adjust or repair it. This summons cites the section without a subsection.
Fine (published)
$100 for 82-39(a)–(c); $75 for 82-39(d). Appearance not required.
Tampering with green cab meter or technology-system wiring
No one may tamper with, alter or try to repair, without TLC authorization, any cable connection, wiring or (in the current rule) wireless connection of a Street Hail Livery's taximeter or technology system. The SHL license holder is responsible for any tampering, but has a defense if they did not know and used due diligence to prevent it.
Fine (published)
$250–$1,500 and/or suspension up to 30 days; suspension until compliance under §68-22 (for 82-40(a)–(b)).
Green cab taximeter not tested within the past 12 months
The taximeter in a Street Hail Livery must be tested over a measured mile by an authorized person at least once every 12 months. This summons goes to the SHL owner when the yearly test is overdue. It is about the missed test, not about tampering with the meter, which is a separate and much more serious charge.
Fine (published)
$150 if you plead guilty before a hearing; $200 if found guilty following a hearing. Appearance not required.
Green cab technology system (LPEP) not kept in good working order
Green cabs must carry a TLC-approved technology system (called LPEP when these summonses were written, 2015–2016) that runs the passenger screen, card payments and trip records. The SHL license holder must keep it maintained, working, and with every core service functioning. This summons is for a system that was broken, missing a function or not maintained.
Fine (published)
$250 and suspension until compliance. Appearance required.
Unapproved transfer of a Street Hail Livery license
No one may transfer, try to transfer, or take part in transferring an interest in a Street Hail Livery license without meeting TLC's transfer requirements and getting approval. Simply submitting a transfer application is not a violation. The penalty applies to the seller, the buyer or both, and the attempted transfer is invalid.
Fine (published)
$10,000 per entity, per license, and the attempted transfer is invalid; revocation may be ordered. Appearance not required.
