Short answer: Neither runs as a NYC app ride service today. In TLC's own trip reports, Juno's trips end after November 2019 and Via's after October 2021. As of December 31, 2025, TLC says it licenses only two High-Volume For-Hire Services: Lyft and Uber (2025 Annual Report).
If you drove for Via or Juno, your TLC license is not tied to either company. You can drive for Uber, Lyft or any licensed base.
The numbers and where they come from
TLC's FHV Base Aggregate Report lists monthly trips for every base, with the app companies as their own rows (UBER, LYFT, VIA, JUNO).
The two followed different paths in the data:
- Juno peaked at 13.8 million trips in 2018. Its monthly trips fell through most of 2019, from 1.24 million in January to 0.41 million in October, then 0.11 million in November. There are no later rows.
- Via was steady at about 11 million trips a year from 2017 to 2019. Most Via trips were shared rides: in 2019 the report shows 7.3 million shared trips out of 11.3 million. In April 2020 its monthly trips dropped to under 66,000, and it never recovered. Its last row is October 2021.
The newer trip records agree. In TLC's high-volume trip files for September 2025 to August 2026, every trip carries HV0003 (Uber) or HV0005 (Lyft); there are no HV0002 (Juno) or HV0004 (Via) trips (TLC Help dataset trips-app-trips-by-company).
What the number does and doesn't mean
- It shows when trips stopped, not why. The data can't tell you about business decisions, sales or mergers, and we have not verified the companies' public statements, so we don't repeat them.
- "Via" in the data is the NYC ride service. A company can keep its name and work in other places or other businesses. This page is only about trips TLC recorded in NYC.
- Old lists still name them. TLC's high-volume data dictionary lists the licensees "as of September 2019," so Juno and Via still appear there. TLC's list of bases working with an accessible vehicle dispatcher is dated September 8, 2021 and still shows 42 bases with Via, next to Uber (330) and Lyft (81). Old documents are not proof a company still operates.
- Shared rides went with Via. Via was a big part of NYC pooled rides. For what is left of shared rides, see shared-ride statistics.
What to do next
- Market today: Uber vs Lyft market share and livery and black car trip statistics.
- Other changes in the app market: did congestion pricing reduce Uber trips? and is congestion pricing still in effect?
- Other vehicle types: SHL pilot "P" cars.
- Moving from one app or base type to another? Know the limits of your license: §19-506(b)(2), operating beyond your TLC license.
Frequently asked questions
Is Juno still operating in NYC?
Not as a TLC app service. In TLC's FHV Base Aggregate Report, Juno's last month with trips is November 2019 (105,879 trips). TLC's 2025 Annual Report says it licenses only two high-volume companies, Lyft and Uber.
Is Via still operating rides in NYC?
Not as a high-volume app service. Via's last month in TLC's base report is October 2021 (29,401 trips), and Via no longer appears in TLC's 2025–2026 high-volume trip records. Only Uber (HV0003) and Lyft (HV0005) do.
How big were Via and Juno?
In 2019, the TLC base report shows about 11.3 million Via trips and 7.6 million Juno trips, against 181.0 million for Uber and 57.9 million for Lyft. Juno's best year was 2018 with 13.8 million trips.
Why do old data files still mention HV0002 and HV0004?
TLC's High Volume FHV data dictionary lists the licensees 'as of September 2019': HV0002 Juno, HV0003 Uber, HV0004 Via, HV0005 Lyft. Older trip files contain Juno and Via trips.
Why did they stop?
TLC's data shows when their trips ended, not why. We have not verified the companies' reasons, so we don't state them.
