In short: TLC's own enforcement table shows that in 2025 the most TLC summonses were written in NYPD Precinct 17 (east Midtown Manhattan, 3,049), at JFK Airport (2,768) and in Precinct 115 in Queens (Jackson Heights, East Elmhurst, North Corona, 2,415). What drivers were cited for depends heavily on the place: refusals in Midtown, stop signs in Queens, unlicensed activity at JFK.

This is the only official TLC data we found that shows where TLC summonses are written. The OATH hearings dataset used elsewhere on this site has no usable location field. TLC publishes a monthly spreadsheet, Enforcement and Complaint Statistics, with the ten most-cited rules each month by NYPD precinct (plus JFK and LaGuardia), from January 2020 to August 2026. The 2025 totals below come from Table 3 of TLC's 2025 Annual Report.

A few patterns stand out:

  • Refusals are a Midtown thing. Precinct 17 (370) and Precinct 14 (240) account for 610 of the 656 refusal summonses under rule 80-20(a)(1). No Queens, Bronx or Staten Island location had more than 2.
  • Stop signs are a Queens and Brooklyn thing. Precinct 115 alone had 1,378 stop-sign summonses under 80-13(a)(3)(viii), Precinct 106 had 641, Brooklyn's 94th had 342 and Midtown's 18th had 240.
  • Unlicensed activity is an airport thing. JFK had 1,687 and LaGuardia 379 summonses for operating unlicensed under Admin Code 19-506(b)(1), with Brooklyn's 76th (352) next. See airport solicitation summonses.
  • Phone use under 80-14(g)(1) was cited most in Precinct 17 (122).
  • Moving violations under 80-13(a)(2) led in Precinct 17 (1,648), then Precinct 1 (587), Precinct 108 (527) and JFK (484).

From January to August 2026 the monthly sheets add up to 10,912, compared with 15,515 in the same months of 2025, with very low counts in June (984) and July (516) 2026. The sheet doesn't explain the drop. In 2026 the mix also shifted: unlicensed operation became the top rule, and JFK the top location (1,943 so far), ahead of Precinct 115 (1,181) and LaGuardia (677).

Compare with where trips happen

Busy places see more trips, so it helps to compare. The map below shows where taxi and app pickups happened from September 2025 to August 2026, with JFK and LaGuardia outlined. It is not a map of summonses: TLC's data is by police precinct, which doesn't line up with taxi zones.

Source: NYC TLC Trip Record Data (yellow, green, high-volume FHV), Sep 2025 – Aug 2026 · Data as of Oct 12, 2026. Aggregated by TLC Help from TLC trip records, Sep 2025 – Aug 2026 (pickup date; TLC publishes trip files about two months after the month ends and may revise them). 'App' = high-volume for-hire services (Uber, Lyft). Taxi records with a negative fare (reversals) are excluded. Averages, medians and rates use 'clean' trips only: 1 minute to 4 hours, more than 0 and under 150 miles, fare above $0 and under $1,000. 'Fare' is the metered fare_amount for taxis and base_passenger_fare for app trips — before tolls, tips, taxes and surcharges — so it is not what the passenger paid in total. App driver_pay is TLC's 'total driver pay (not including tolls or tips and net of commission, surcharges, or taxes)'. Tips are separate. 'Per engaged hour' divides pay by passenger time only (pickup to drop-off). It leaves out time driving to pickups and waiting for requests, so real hourly earnings are lower; it is not the TLC minimum-pay formula. Medians/rates need ≥250 trips (else null). labels are LocationIDs as strings; zones[] has names, boroughs, service_zone (from taxi_zone_lookup.csv), suggested slugs and neighbouring zone ids (shared boundary, from taxi_zones.zip).

Zone boundaries: NYC TLC taxi zones (LocationID 1–263).

Who writes TLC summonses also matters: some are written by TLC officers, some by the NYPD and some by the Port Authority Police at the airports.

Source: NYC Open Data: OATH Hearings Division Case Status (jz4z-kudi) · Data as of Oct 12, 2026. Counts are summonses filed at OATH by the agency, dated by violation_date (the date on the summons). A summons is not a finding of guilt. hearing_status, hearing_result, penalty_imposed, paid_amount and the charge descriptions are blank for taxi rows in this dataset, so it cannot show outcomes or fines. Port Authority Police patrol the airports and other Port Authority facilities, but this dataset has no usable location field, so it cannot show where any summons was written.

What the data can't tell you

  • Not every summons. Only ten rules per month (or per year in the annual table) are counted. A summons for a rule outside the top ten isn't here.
  • Not outcomes. These are summonses written, not violations proved. Many are settled, dismissed or still pending.
  • Not risk to you. High numbers reflect enforcement operations, which TLC and police aim at certain places and problems, and the volume of trips there.
  • Not who wrote it. The sheet doesn't say whether TLC, NYPD or Port Authority officers wrote each summons.
  • Monthly gaps. March 2021 is missing from the spreadsheet, and 2020 counts collapse during the pandemic.

For overall numbers, see TLC summons statistics and when TLC summonses are written. Related location data: taxi crashes in NYPD data, taxi stand and cruising summonses, busiest drop-off zones, where airport trips start and the most common routes. More on the enforcement topic page.

Frequently asked questions

Where were the most TLC summonses written in 2025?

In TLC's 2025 Annual Report precinct table, NYPD Precinct 17 (east Midtown Manhattan) had the most, 3,049, followed by JFK Airport (2,768) and Precinct 115 in Queens (2,415). The table counts the ten most-cited rules.

What are TLC drivers most often cited for by location?

Across all locations in 2025, the most common were moving violations under rule 80-13(a)(2) (6,572), stop-sign violations under 80-13(a)(3)(viii) (4,383) and operating unlicensed under Admin Code 19-506(b)(1) (3,676). Unlicensed-activity summonses were concentrated at JFK (1,687).

Where are refusal summonses written?

Almost all in Manhattan. Of the 656 refusal summonses (rule 80-20(a)(1)) in the 2025 precinct table, 370 were in Precinct 17 and 240 in Precinct 14 (Midtown South, which includes Times Square, Grand Central and Penn Station).

Does this show where drivers break the most rules?

No. It shows where summonses were written, which reflects where enforcement teams were sent and where trips happen. A summons is an allegation, not a finding, and the table only covers ten rules.
