In short: On October 11, 2026, TLC's daily insurance file listed 115,528 active TLC vehicles. American Transit Insurance Company insured 67.1% of them and Hereford Insurance Company 21.4%, so two companies covered about 88.6% of every taxi, FHV, commuter van and paratransit vehicle TLC licenses. Two more carriers, Affirmative Direct and Accident Fund, insure only FHVs and bring the top four to 98.3%. The other 22 named carriers share under 2%.
Nobody else publishes this breakdown. TLC posts the raw file (current_insurance.xlsx), linked from its Vehicle Insurance page, but not totals. We counted the rows.
The numbers at a glance
For-hire vehicles (Uber, Lyft, black car, livery, limo)
FHVs are 105,299 of the rows. Four carriers insure 98.4% of them:
Yellow taxis
Medallion taxis are even more concentrated: only four carriers appear, and one of them insures a single cab.
The small fleets look different. Commuter vans (69) are mostly with Integon National (76.8%) and Hereford (21.7%). Paratransit vehicles (54) are with Hereford (64.8%) and ACE American (33.3%). Their coverage rules also differ from those for cars.

How we counted, and privacy
- Source. TLC's file lists one row per active vehicle license, with license type, plate, VIN, insurance company name and code, policy number, owner name and base or agent number. TLC's Vehicle Insurance page calls it "a list of active TLC vehicle licenses and related insurance submitted to the TLC" and says it is updated daily. TLC adds that the insurance information "reflects the information supplied to the TLC by the licensee".
- Method. We counted rows by the
TLC_LICENSE_TYPE(TLCCAR = FHV, TLCMED = medallion taxi, TLCVAN = commuter van, TLCPAR = paratransit, TLCSBV = stand-by taxi) andAUTOMOBILE_INSURANCE_NAMEcolumns. The file we used was last modified on October 11, 2026. - Privacy. The raw file contains owner names. We publish only totals by company and license type, never names, plates, VINs or policy numbers.
- Different totals. This file had 105,299 FHV rows. TLC's Open Data list of active FHVs had 104,845 on October 12, 2026. They are different lists on different days, so expect small gaps.

What the data can't tell you
- Prices. Nothing about premiums. TLC's 2024 expense study found a median of about $4,548 a year for owners of gas or hybrid FHVs; see TLC insurance carriers explained.
- Quality. No claims, complaints or financial-strength data.
- Who chose the insurer. If you rent your car, the owner (a company or a person) picked the carrier, not you. The file doesn't show whether a car is rented.
- Trends. This is one day's snapshot. We don't have earlier files to compare.
- Whether every car is working. The file lists active licenses, not cars on the road. For that, see TLC licensed vehicle statistics.
What the rules require of every carrier (New York authorization, TLC-approved policy forms, 24/7 coverage) is explained in can I insure my TLC car with any company?. For the market behind these cars, see Uber vs Lyft market share, yellow vs app share by zone and wheelchair accessible vehicle statistics. Coverage amounts are on FHV insurance requirements; yearly tax costs on CMVT; and vehicle age rules on retirement age.
