In short: The Outerbridge Crossing links the south shore of Staten Island with Perth Amboy, New Jersey. A car pays $14.79 off-peak or $16.79 at peak with a New York or New Jersey E-ZPass, and only when coming into Staten Island (rates as of October 12, 2026). Going to New Jersey is free. On a TLC trip to New Jersey the passenger pays your toll back. In a yellow taxi or green cab you must agree a flat fare before you leave, and the tolls go on top of it.
Outerbridge rates (Class 1 car)
What each price means:
- E-ZPass off-peak or peak ($14.79 / $16.79): only for New York and New Jersey E-ZPass account holders. "All E-ZPass discounts apply only to New York and New Jersey E-ZPass account holders" (Port Authority tolls).
- Mid-Tier ($19.55): since July 6, 2025, for NY/NJ accounts whose tag is not properly mounted and is not read.
- Tolls by Mail ($23.30): at all hours, when the plate is not on an active E-ZPass account in good standing.
Peak hours: weekdays 6–10 a.m. and 4–8 p.m.; Saturday and Sunday 11 a.m.–9 p.m. All other times are off-peak. The time that counts is when you cross back into Staten Island, not when you picked up.
One direction only
"Tolls are collected entering New York. No tolls are collected entering New Jersey" (Port Authority). For a TLC driver this has one big effect: on a trip from Staten Island to New Jersey, the Outerbridge toll is never paid while the passenger is in the car. It is paid on your empty drive home. That is why TLC's rule for trips out of the city covers tolls to and from the destination.
Who pays on a TLC trip to New Jersey
Newark Airport is different. A taxi trip to Newark Airport is not a flat fare. It is the meter plus a $20 surcharge plus tolls to and from the airport (§58-26(c)(3)). See Newark Airport tolls by route.
How to quote a taxi flat fare to New Jersey
For trips beyond the city (other than Westchester, Nassau and Newark Airport), §80-17(f)(1) says you "must negotiate a flat rate trip charge with the Passenger before beginning the trip," and "'double the meter' is NOT a flat rate." You must also keep the taximeter recording during the trip. The fine for breaking §80-17(f)(1) is $100.
Charge only the E-ZPass amount that your tag will actually pay. Asking for the $23.30 Tolls by Mail price when you have a working tag is an overcharge (§58-26(f)(3)). More on that: can I charge the Tolls by Mail rate?.
Trips from Brooklyn or Manhattan
The Outerbridge is at the far end of Staten Island, so a trip from Brooklyn to central New Jersey often also crosses the Verrazzano-Narrows Bridge ($7.46 with a New York E-ZPass, MTA rates from January 4, 2026). The passenger pays the Verrazzano on the way and the Outerbridge toll for your return. Once you cross the Outerbridge you are back in the city on Staten Island, so TLC rules do not clearly make the passenger pay your Verrazzano crossing back to Brooklyn. If you want to include it, build it into the flat fare you agree before the trip. Inside the city the Verrazzano has its own direction rule: Verrazzano and Rockaway return toll rule.
Discount plans: check before you count on them
The Outerbridge is one of three bridges in the Port Authority's Staten Island Bridges Plan ($8.40 after three Staten Island-bound trips a month), and it takes the Green Pass plan for plug-in vehicles ($11.29 off-peak). Both plans need enrollment. The Staten Island plan names "non-commercial plates and private E-ZPass accounts" (Port Authority E-ZPass plans). The Port Authority does not say how it treats TLC vehicles. Full plan rules are on the Goethals Bridge page. The TLC-car question is answered as far as the sources allow in Staten Island toll discount on a TLC car.

Frequently asked questions
How much is the Outerbridge Crossing toll?
For a car with a New York or New Jersey E-ZPass: $14.79 off-peak and $16.79 at peak. Mid-Tier is $19.55 and Tolls by Mail is $23.30 (Port Authority rates as listed on October 12, 2026).

No. The Port Authority collects tolls only when you enter New York. You pay when you come back from New Jersey into Staten Island.
Who pays the Outerbridge toll on a taxi trip from Staten Island to New Jersey?
The passenger. For any taxi or FHV trip beyond the city, TLC rules say the passenger pays all necessary tolls to and from the destination. That includes the Outerbridge toll on your drive back.
Does Uber or Lyft pay the Outerbridge toll on my way back?
TLC rule §59D-17(c) makes the company pay back tolls you paid during a dispatched trip. The Outerbridge charges nothing toward New Jersey, and the return toll is paid after the trip ends. TLC rules don't say how the return is handled, so check your app's toll policy and your pay statement.
When are Port Authority peak hours?
Weekdays 6 to 10 a.m. and 4 to 8 p.m., and Saturday and Sunday 11 a.m. to 9 p.m. All other times are off-peak.
