416 Honda Odysseys were TLC-licensed on October 12, 2026, all as for-hire vehicles (FHVs). Only 8 are marked "WAV" (wheelchair accessible) in TLC's FHV list. The rest are regular minivans.
That small number is the interesting part. An accessible Odyssey is on TLC's approved list, which makes it one of the few vehicles that can get a brand-new FHV license. Yet the Toyota Sienna has 7,914 FHVs marked WAV, nearly 1,000 times as many. If you are considering an accessible minivan, this page shows what the Odyssey option involves.
Counting method
We decoded every VIN in TLC's FHV list and medallion list with NHTSA's vPIC, which reports the model and the body class "Minivan". The WAV count is TLC's own wheelchair_accessible flag; vPIC can't tell a converted Odyssey from a regular one.
The accessible Odyssey: what TLC approves
TLC's approved list (revised October 2, 2026) has one Odyssey: Honda Odyssey Accessible, Rear Entry, model years 2019–2027, conversion "NYC FHV TAXI" by AMT. Since July 20, 2024 every FHV accessible vehicle must come from that list.
What follows from choosing one, according to TLC:
- A new license, but WAV-only for good. Only owners of wheelchair accessible vehicles may apply for a new FHV license, and licenses issued that way are restricted to accessible vehicles; any replacement must also be accessible (TLC). See WAV-restricted license.
- No TLC incentive money for FHV WAVs, and you cannot charge more for a WAV trip (TLC FHV accessibility page).
- Your choice, not your base's. The same page says TLC does not require any current licensee to switch to a WAV, and bases decide for themselves which vehicles to affiliate. If you can't agree with a base, you can apply to change bases. See the base WAV trip mandate.
- Conversion standards. Rule 59C-04 in chapter 59 sets measurements every accessible FHV must meet, such as at least 5 inches of ground clearance and a passenger compartment at least 56 inches long.
Steps: get a new FHV license with a WAV, approved wheelchair accessible vehicles, WAV training and WAV drivers.
Model years
The Odyssey fleet is spread out: 2023 (55), 2018 (51) and 2019 (46) are the largest years, and the oldest is a 2008. 80 (19.2%) are 2016 or older. Age limits: TLC vehicle retirement age.
Powertrain
Every TLC Odyssey decodes as gas. For 2023, fueleconomy.gov lists one Odyssey, a 3.5-liter V6 rated 22 mpg combined (19 city, 28 highway). TLC Siennas are mostly hybrid (74.5%), which is worth weighing if fuel cost matters to you.
Don't expect an electric option either. TLC's February 2026 license review says no accessible electric vehicle is currently on the US market, so there are no electric WAVs in the TLC fleet. A WAV-restricted license therefore means a gas or hybrid vehicle for now, and every vehicle you put on it later must be accessible too.
Base types
385 (92.5%) are at black car bases and 31 (7.5%) at livery bases — a livery share almost four times the FHV average. None are at luxury limousine bases.

Data on this page
Aggregates of public data. They describe trips and vehicles, never individual people.
TLC's vehicle lists have no make/model column, so TLC Help decoded the VIN of every licensed vehicle with NHTSA's vPIC decoder (one representative VIN per manufacturer + model-descriptor + model-year pattern) and published only counts. 5 of 115,081 vehicles (0%) could not be decoded to a model and are left out. vPIC sometimes reports trim-family names (e.g. 'RX' not 'RX 350h'); powertrain comes from vPIC's electrification/fuel fields and may misclassify a few model years. Snapshot lists change daily.

Frequently asked questions
How many Honda Odysseys are licensed by the TLC?
416 on October 12, 2026, all for-hire vehicles and 0.36% of all TLC vehicles. 8 are marked WAV (wheelchair accessible) in TLC's FHV list. TLC Help counted them by decoding each VIN with NHTSA's vPIC decoder.
Which accessible Odyssey does TLC approve?
TLC's list revised October 2, 2026 includes the Honda Odyssey Accessible, Rear Entry, model years 2019–2027, conversion type 'NYC FHV TAXI' by AMT. Only vehicles on that list can be used as FHV wheelchair accessible vehicles since July 20, 2024.
Does TLC pay incentives for an accessible Odyssey?
No. TLC's FHV accessibility page says TLC does not provide financial incentives to own or drive FHV WAVs. Green cabs (street hail liveries) may be eligible for incentives.
Can I charge more for a wheelchair trip?
No. TLC says charging more for WAV trips violates TLC rules.
