The Toyota Sienna is the TLC's workhorse minivan. On October 12, 2026, 16,724 licensed TLC vehicles were Siennas: 12,650 for-hire vehicles (FHVs) and 4,074 yellow taxis. It is the second most common model overall and the most common yellow taxi, about 4 in every 10 authorized cabs.
It matters for a second reason: an accessible Sienna is one of the few ways to get new TLC plates today. 7,914 FHV Siennas are marked wheelchair accessible (WAV), which is 84.7% of all 9,348 WAVs on TLC's FHV list.
How we counted
TLC's FHV list and medallion vehicle list have no make or model column. TLC Help decoded every VIN with NHTSA's vPIC decoder and counted Siennas. vPIC groups versions under one model name, and its fuel fields can be wrong for a few model years. The WAV count comes from TLC's own wheelchair_accessible column on the FHV list; the taxi list has no such column.
The taxi surge: 2024–2026
Look at the yellow-taxi part of the chart. Only 135 Sienna taxis are model-year 2018 or older. Then 652 are 2024 models, 1,863 are 2025 models and 635 are 2026 models. For 2025, there are almost as many Sienna taxis (1,863) as Sienna FHVs (1,881).
The rule change explains the timing. TLC's hack-up page says that as of October 18, 2024, owners must hack up an accessible vehicle even if the medallion is not an accessible medallion. When an older taxi retires, its replacement must come from the approved accessible list, and the Sienna is on it. For how taxi retirement works, see TLC vehicle retirement age and how to hack up a yellow taxi.
Approved Sienna versions
TLC's approved accessible vehicle list (revised October 2, 2026) has two Sienna entries:
The conversion company matters, not just the model. Since July 20, 2024, FHV wheelchair accessible vehicles must come from this list (TLC accessible vehicle requirements). Read more in approved wheelchair accessible vehicles.
Hybrid share
12,460 Siennas (74.5%) decode as hybrid. That is far above the FHV fleet as a whole (about 30% hybrid) and close to the yellow-taxi fleet (about 72% hybrid). For taxi owners, the type of medallion matters here: TLC's hack-up page says an Alt-Fuel Restricted medallion is required to hack up an accessible hybrid.
Where Siennas work
12,316 FHV Siennas are at black car bases (the bases app trips run through), 304 at livery bases and 30 at luxury limousine bases. Bases must send a share of trips to accessible vehicles; see the base WAV trip mandate.
Rules that come with a WAV Sienna
- A WAV license stays WAV. TLC's Get a For-Hire Vehicle License page says licenses issued under the wheelchair accessible exception are restricted to WAVs; if you replace the car, the new one must also be a WAV. Step by step: get a new FHV license with a WAV.
- Accessible taxis have no set retirement date while they keep passing inspections (rule 67-18).
- Training: to drive WAV trips you need WAV training.
- Inspections and insurance: see TLC vehicle inspection and FHV insurance requirements.

Data on this page
Aggregates of public data. They describe trips and vehicles, never individual people.
TLC's vehicle lists have no make/model column, so TLC Help decoded the VIN of every licensed vehicle with NHTSA's vPIC decoder (one representative VIN per manufacturer + model-descriptor + model-year pattern) and published only counts. 5 of 115,081 vehicles (0%) could not be decoded to a model and are left out. vPIC sometimes reports trim-family names (e.g. 'RX' not 'RX 350h'); powertrain comes from vPIC's electrification/fuel fields and may misclassify a few model years. Snapshot lists change daily.

Frequently asked questions
How many Toyota Siennas are licensed by the TLC?
16,724 in the October 12, 2026 snapshot: 12,650 for-hire vehicles (FHVs) and 4,074 yellow taxis. TLC Help counted them by decoding VINs with NHTSA's vPIC decoder, because TLC's lists have no model column.
Can I get new FHV plates with a Toyota Sienna?
Only with a wheelchair accessible Sienna on TLC's approved list. The October 2, 2026 list includes the Toyota Sienna Hybrid Accessible, Rear Entry for model years 2021–2026 and the Toyota Sienna Accessible, Rear Entry for 2014–2020, each from named conversion companies. A license issued this way stays restricted to wheelchair accessible vehicles.
Why are so many yellow taxis Siennas?
Since October 18, 2024 every taxi hack-up must be an accessible vehicle, and the Sienna is one of the few models on TLC's approved accessible list. 4,074 of 10,236 authorized taxis (39.8%) decode as Siennas, and 3,150 of those are model-year 2024 or newer.
Do I need a special medallion to hack up a Sienna Hybrid?
TLC's hack-up page says an Alt-Fuel Restricted medallion is required to hack up an accessible hybrid vehicle. Check the hack-up page and the rules in chapter 67 for your medallion type before you buy.
Are all TLC Siennas wheelchair accessible?
No. Of 12,650 FHV Siennas, 7,914 are marked WAV in TLC's list. About 4,700 are regular Siennas. The yellow-taxi list has no accessibility column, so we can't count accessible Sienna taxis from it.
