The Garment District (TLC zone 100) is a pickup-heavy zone with long trips. In TLC trip records for September 2025 to August 2026, 1,899,588 trips started here (about 5,204 a day) but only 1,552,486 ended here, about 22% more pickups than drop-offs. The most common destination is outside New York City (8.6% of pickups), and LaGuardia is the top place that trips into the zone come from. The median app driver pay is $23.23 per trip, one of the highest in Manhattan.
Garment District at a glance
Zone 100 is a small zone on TLC's map, roughly 34th to 42nd Streets between Clinton East and Midtown South. It touches six zones: Times Sq/Theatre District (230), Midtown Center (161), Midtown South (164), Penn Station/Madison Sq West (186), East Chelsea (68) and Clinton East (48). In TLC's lookup it is a "Yellow Zone" zone, a data label rather than a boundary in the rules.
When rides start
Weekday pickups peak at 6 p.m. (about 360) and 5 p.m. (about 353), with a smaller bump at 9 p.m. Weekday drop-offs peak at 8 a.m., so the morning brings riders in and the evening takes them out.
The weekend is a night pattern. Saturday pickups are highest at 10 p.m. and 11 p.m., and on Sundays the top hour is 1 a.m. (about 316), just ahead of midnight. About 24.7% of Sunday pickups and 20.6% of Saturday pickups happen between midnight and 5 a.m. The average day has about 5,258 pickups on a weekday, 5,311 on a Saturday and 4,831 on a Sunday, so weekends are nearly as busy as weekdays.
Month by month
December 2025 was the busiest month (171,695 pickups) and February 2026 the quietest (134,950). July 2026 was strong (169,546).
Where trips go: out of town and to the airports
8.6% of pickups end outside New York City (TLC zone 265). That is the zone's top destination, ahead of LaGuardia (4.3%), Times Square/Theatre District (4.2%) and Midtown Center (3.9%). The trip records do not say where outside the city those trips end. 11.1% of app pickups and 2.5% of yellow pickups go to an airport.
Coming in, LaGuardia is the No. 1 origin (5.3% of drop-offs), and JFK is 9th (2.9%).
Fares and pay
App trips from here are long for Midtown: a median 3.62 miles and 22.3 minutes, with a $31.64 fare. Median driver pay is $23.23 per trip (before tips and tolls), 5th highest among the 52 Manhattan "Yellow Zone" zones with enough data, and the average tip is $2.60. Yellow trips are much shorter: a median 1.49 miles and $14.20 on the meter, with a 22.8% card tip rate.
Congestion fee and hail lines
- MTA Congestion Relief Zone: the Garment District sits between about 34th and 42nd Streets, well inside the Congestion Relief Zone. Charged shares: 99.6% of app pickups and 98.4% of yellow. Per-trip amounts as of 2026-10-12: $1.50 (Uber/Lyft) and $0.75 (taxi, green cab, other FHV), paid by the passenger.
- NYS congestion surcharge: 8.6% of pickups here end outside New York City, the highest share of any Manhattan zone in this data. The state surcharge covers only trips that begin and end in New York State, so a trip to New Jersey does not pay it. In-state trips pay $2.50 (medallion taxi) or $2.75 (FHV), as of 2026-10-12.
- Hail Exclusionary Zone: green cabs had 126 pickups here in a year; the zone is in the Hail Exclusionary Zone, where they may not take hails. FHV street hails: 80-19(c)(2).
Relief stands, taxi stands and FHV-only curbs
The zone is small, but DOT records list a mix of curb types:
- 2 relief stands for taxis and FHVs, both on Sixth Avenue (3 spaces each), from DOT's relief-stand dataset updated October 1, 2026.
- Taxi-stand signs on 3 segments, on West 35th Street and on Sixth and Seventh Avenues near 34th–36th Streets.
- 3 segments signed "For-hire vehicles only" for evening or night hours, on West 40th and West 41st Streets.
The two Sixth Avenue relief stands take taxis and FHVs for up to one hour (DOT; 80-19(d)(7)). The "For-hire vehicles only" blocks on 40th and 41st Streets are signed for evening and night hours, so check the times on the sign before you stop. The taxi stands near 34th–36th Streets are for taxis only (80-19(d)(2)). Meanings of other signs: curb rules for pickups.

Data on this page
Aggregates of public data. They describe trips and vehicles, never individual people.
Aggregated by TLC Help from TLC trip records, Sep 2025 – Aug 2026 (pickup date; TLC publishes trip files about two months after the month ends and may revise them). 'App' = high-volume for-hire services (Uber, Lyft). Taxi records with a negative fare (reversals) are excluded. Averages, medians and rates use 'clean' trips only: 1 minute to 4 hours, more than 0 and under 150 miles, fare above $0 and under $1,000. 'Fare' is the metered fare_amount for taxis and base_passenger_fare for app trips — before tolls, tips, taxes and surcharges — so it is not what the passenger paid in total. App driver_pay is TLC's 'total driver pay (not including tolls or tips and net of commission, surcharges, or taxes)'. Tips are separate. 'Per engaged hour' divides pay by passenger time only (pickup to drop-off). It leaves out time driving to pickups and waiting for requests, so real hourly earnings are lower; it is not the TLC minimum-pay formula. Monthly cells with 1–9 trips are shown as blank (null). Pairs with fewer than 10 trips are not listed.
